Requires the services of 1 Business Analyst 2 who meets the general qualifications of Business Analyst 2, Applications/Software Development and the specifications outlined below.
All work products resulting from the project shall be considered works made for hire and are the property of the hiring organization. The selected candidate may be required to complete pre-selection requirements, including criminal background checks as authorized by law. No fees will be paid for interviews or discussions that occur during the candidate selection process.
The ideal candidate should have 4-7 years of experience in the field or in a related area as a Senior Business Analyst (Technical). Familiarity with standard concepts, practices, and procedures within the field is expected. The role requires limited supervision, initiative, independent judgment, creativity, and latitude in accomplishing goals. In addition, the candidate should have 2+ years of experience as a data analyst, working with raw data using tools such as Excel and Tableau.
The candidate will review, analyze, and evaluate business systems and user needs; formulate systems to align with overall business strategies; identify opportunities for business process improvement; and prepare solution options, risk assessments, and financial analyses such as cost/benefit, ROI, and buy/build. The role also includes writing detailed descriptions of user needs, program functions, and development steps required to modify or build systems.

Project Description
The Compliance and Quality Control (CQC) Division is undertaking a project to transform the existing Solicitation Review System from its current architecture built using Microsoft PowerAutomate, Microsoft Forms, Excel-based data storage, and PowerBI visualizations into a redesigned workflow and data management system built on Jotform.
The contractor will serve as the Business Analyst, providing structured requirements gathering, documentation, gap analysis, validation, and testing support. The contractor will coordinate and lead requirements gathering meetings with CQC staff and collaborate closely with the Senior Systems Advisor, who will be responsible for system design and development.
The current system includes:
- Microsoft Forms for data entry
- PowerAutomate for workflow automation, email generation, and PDF creation
- Excel files as the underlying data store
- PowerBI dashboards for data visualization
The future solution will migrate workflow functions to Jotform, replacing Microsoft Forms and PowerAutomate. Data structures will change, requiring a strategy to combine historical Excel-based data with new Jotform-based data. A redesigned PowerBI dashboard will also be developed.
Job Description
The Business Analyst performs business analysis work to support the Solicitation Review System rewrite project. This role partners with business owners throughout product planning, requirements definition, and delivery cycles. Responsibilities include analyzing complex technical and business processes, identifying efficiencies, prioritizing needs, gathering and documenting requirements, and supporting testing and verification activities. The role requires limited supervision and considerable latitude for initiative and independent judgment.
Essential Job Functions
- Elicit and document business requirements for the existing Solicitation Review System, ensuring accuracy and clear communication with stakeholders and the development team. Coordinate, schedule, and lead all requirements-gathering meetings. (40%)
- Conduct gap analysis of existing system functionality against desired future-state functionality, including workflows and reporting through PowerBI. (20%)
- Collaborate daily with the Senior Systems Advisor to track development and implementation of requirements and test system functionality for alignment with business requirements. Maintain documentation throughout the project lifecycle. (30%)
- Report weekly to the Director of Contract Compliance Unit regarding progress, risks, and overall project status. (10%)

Minimum Requirements

Terms of Service
Services are expected to start on 04/27/2026 and complete by 08/31/2026. Total estimated hours shall not exceed 800 hours. This engagement may be amended, renewed, or extended upon mutual written agreement.
Work Hours and Location
Services will be provided during standard business hours, Monday through Friday, 8:00 AM to 5:00 PM, excluding state holidays. The primary work location will be 4601 W. Guadalupe Street, Austin, TX 78701, with the position designated as Telework. Any travel, parking, per diem, or living expenses will be the responsibility of the candidate/vendor unless pre-approved in writing. The candidate may occasionally be required to work evenings, weekends, or holidays with prior approval.
