Job Title: Business Analyst 3

Job Description

We are seeking an experienced Business Analyst 3 to support a reporting and analytics expansion project. The ideal candidate will have strong expertise in business analysis, project management, data analysis, quality assurance, and Agile/Scrum practices.

This role will serve as a key liaison between business teams, internal IT teams, and vendor development teams to ensure project success. In addition to business analysis and QA responsibilities, the candidate will also act as the Scrum Master, handling project reporting, status updates, sprint coordination, stakeholder meetings, and overall project tracking of schedule, scope, and budget.

The ideal candidate should be able to independently manage complex tasks, gather and document requirements, analyze raw data, evaluate business systems, and recommend solutions that align with business goals. Experience with business process reengineering, process mapping, risk identification, and financial analysis such as cost/benefit, ROI, and buy/build evaluations is highly valued.

This is a hybrid role, requiring onsite presence 3 days per week, with the possibility of increasing to 5 days per week in the future.

Key Responsibilities

  • Gather, analyze, and document business and technical requirements
  • Serve as the primary liaison between business teams, IT teams, and vendor teams
  • Support reporting and analytics enhancement initiatives
  • Perform business analysis and quality assurance activities
  • Lead Agile ceremonies and act as Scrum Master for the project team
  • Provide status reporting, project updates, and stakeholder communication
  • Manage project schedule, scope, and budget
  • Conduct data analysis and support decision-making with insights from raw data
  • Prepare solution options, identify risks, and perform cost/benefit and ROI analysis
  • Develop detailed documentation for user needs, program functions, and system enhancements
  • Assist with business process mapping and reengineering efforts

Required Qualifications

  • 8+ years of experience in Project Management
  • 8+ years of experience managing enterprise-scale data management projects
  • 8+ years of experience managing Agile projects in state, federal, or similar large enterprise environments
  • 8+ years of experience in Business Analysis

Preferred Qualifications

  • 5+ years of experience with project management tools such as Jira
  • 5+ years of experience in Quality Assurance
  • 5+ years of experience in Data Analysis
  • 3+ years of experience creating project delivery framework deliverables and managing projects within a structured project delivery framework
  • 1+ year of Agile-related certification such as:
    • Certified Scrum Master (CSM)
    • PMI-Agile Certified Practitioner (PMI-ACP)
    • or other equivalent Agile certifications

Work Schedule

  • Standard business hours: Monday through Friday, 8:00 AM to 5:00 PM
  • Occasional work outside standard hours, including weekends, evenings, and holidays, may be required based on project needs

  • Expected end date: 08/31/2026
  • Total estimated hours: Up to 1040 hours
