Job Title: Business Analyst
Location: Albany, NY (Hybrid)

Duration: 7 Months (with potential for extension)
Start Date: September 7, 2026
Hourly Rate: $65-$80/hour W2

Overview:
We are seeking a Business Analyst who will support our NYS client and contribute to an Integrated Eligibility System program. This role will lead requirements gathering, business process analysis, and stakeholder collaboration while translating complex business needs into validated functional and system requirements. The Business Analyst will partner with business and technical teams to recommend process improvements and ensure solutions align with organizational goals and project objectives.


Duties:
  • Lead requirements gathering sessions with subject matter experts, stakeholders, and technical teams.
  • Analyze business needs, business rules, stakeholder requirements, and complex functional domains supporting an Integrated Eligibility System.
  • Identify, document, validate, and maintain business, functional, and system requirements supporting continuous integration and deployment.
  • Conduct business process analysis and document current-state and future-state processes, user stories, functional specifications, and wireframes.
  • Facilitate stakeholder meetings and workgroups to validate requirements, evaluate solutions, and support delivery of web-based, client-facing applications.
  • Collaborate with business and technical teams to recommend process improvements and best-fit technology solutions based on elicited requirements.
  • Support project delivery across Integrated Eligibility System workstreams, including Child Support within a Health and Human Services environment.
  • Perform other duties as assigned.

Mandatory Qualifications:
  • 7+ years of experience working on complex projects, including 2+ years in a leadership role as a Business Analyst.
  • 7+ years of client-focused business and requirements analysis and documentation experience.
  • Experience working as part of a team of Business Analysts and conducting requirements gathering sessions.
  • Experience analyzing gathered requirements and identifying, documenting, and validating system requirements for continuous integration and deployment.
  • Experience preparing proposals for best-fit technology solutions based on elicited requirements.
  • 2+ years of experience working in an Integrated Eligibility System program across various workstreams, including Child Support, within a Health and Human Services setting.
  • 7+ years of experience eliciting, documenting, and validating business and system requirements for large-scale modernization projects, including analysis of legacy systems, business rules, and complex functional domains, with a focus on the Human Services Child Support domain.
  • 7+ years of experience conducting business process analysis and creating requirements documentation, including As-Is/To-Be process flows, user stories, functional specifications, and wireframes using requirements management tools such as Blueprint or similar.
  • 7+ years of experience facilitating stakeholder meetings and workgroups to gather requirements, validate solutions, and support delivery of web-based, client-facing applications.
