Job Title: Business Analyst
Location: 40 North Pearl, Albany, NY (Hybrid)
Duration: 7 Months (with potential for extension)
Start Date: September 7, 2026
Hourly Rate: W2 $58-$68/hour

Overview:

We are seeking a Business Analyst who will support our NYS client’s Integrated Eligibility System modernization initiatives. The Business Analyst will collaborate with subject matter experts and business and technical teams to gather and analyze requirements, document business processes and system needs, and recommend improvements that align solutions with organizational goals and project objectives. This role requires experience supporting complex Health and Human Services programs and stakeholder-driven technology delivery.


Duties:
  • Collaborate with subject matter experts, business stakeholders, and technical teams to gather, analyze, document, and validate business and system requirements.
  • Conduct requirements-gathering sessions and translate stakeholder needs, business rules, and operational objectives into clear functional requirements.
  • Analyze current business processes, identify gaps and improvement opportunities, and recommend process and technology solutions that align with project goals.
  • Document business processes, system requirements, functional specifications, process flows, user stories, wireframes, and related project artifacts using established templates and tools.
  • Support Integrated Eligibility System workstreams, including Child Support within a Health and Human Services environment.
  • Identify, document, and validate requirements that support continuous integration and deployment activities.
  • Evaluate elicited requirements and prepare recommendations or proposals for best-fit technology solutions.
  • Coordinate with other Business Analysts and cross-functional project teams to ensure requirements are complete, consistent, traceable, and aligned across stakeholders.
  • Participate in stakeholder reviews, resolve requirement questions, and support validation of proposed solutions throughout the project lifecycle.
  • Perform other duties as assigned.

Mandatory Qualifications:
  • Between 4 and 7 years of experience as a Business Analyst.
  • Between 4 and 7 years of client-focused business and requirements analysis experience and documentation, including working on a team of Business Analysts, conducting requirements-gathering sessions, analyzing gathered requirements, identifying, documenting, and validating system requirements for continuous integration and deployment, and preparing proposals for best-fit technology based on elicited requirements.
  • Minimum of 2 years of experience working in an Integrated Eligibility System program across various workstreams, including Child Support, in a Health and Human Services setting.
  • Between 4 and 7 years of experience identifying, documenting, and validating system requirements across multiple agencies, including modernization work extracting and documenting legacy system logic and business rules with a focus on the Human Services Child Support domain.
  • Between 4 and 7 years of experience conducting business process analysis and optimization, documenting As-Is processes, and proposing To-Be web-based, client-facing applications.
  • Between 4 and 7 years of experience creating requirements documentation, including process flows, user stories, wireframes, and specifications, while adhering to pre-established templates within a requirements management tool such as Blueprint.
