The Work

The Senior Project Manager is responsible for overseeing, planning, executing, monitoring, and closing complex projects within specified deadlines and budgets. This individual ensures seamless coordination between internal and external stakeholders, drives strategic alignment, and enforces compliance with applicable policies, standards, and government regulations.

The Senior Project Manager has full responsibility to manage and oversee all aspects of the most complex IT initiatives and work collaboratively with Product Managers to deliver IT products, services, or systems. This includes but is not limited to managing both external and internal IT project teams, and interacting with department heads, agency secretaries at the user agency, State control agencies, and individuals of similar status and capacity in the private sector.

Responsibilities

  • Develop and implement project plans, schedules, budgets, and milestones.
  • Monitor project progress, manage risks proactively, and resolve issues promptly.
  • Ensure timely delivery of all contractual deliverables and adherence to performance standards.
  • Build and maintain effective communication channels with clients, external, and internal stakeholders.
  • Lead project reviews with stakeholders to validate requirements and assess progress.
  • Serve as the primary escalation point for project-related concerns.
  • Ensure alignment of project goals with organizational objectives and client priorities.
  • Identify opportunities for innovation and optimization in project execution.
  • Ensure compliance with applicable regulations, including government contracting policies and standards.
  • Manage project risks, implement mitigation strategies, and establish robust quality controls.
  • Generate regular performance reports, including financial, progress, and risk status updates.
  • Maintain accurate project documentation, including contracts, milestones, and communication records.

Qualifications

Here's What You Need

The qualifications and skills listed below are intended to provide a general overview of the requirements for this position. Additional qualifications, certifications, skills, or experience specific to the client's requirements may be identified and requested upon award of the task order. Candidates should demonstrate flexibility and a willingness to adapt to evolving responsibilities as outlined by the client.
  • Bachelor's-level degree from a recognized college or university. Alternatively, qualifying

experience may be substituted for the required education on a year-for-year basis.
    • If no degree has been obtained, 11 years of relevant professional experience. This requirement includes a minimum of 7 years of core experience, supplemented by an additional 4 years of qualifying experience.
  • Seven (7) years of broad, extensive, and increasingly responsible experience applying project management principles, methods, techniques, and tools. At least four (4) years of that experience must have been as a Senior Project Manager of one or more large or complex IT projects.
  • Current PMP Certification.
  • Five years of experience developing and managing complex IT project schedules using Microsoft Project.
  • Experience managing a minimum of 3 IT project through successful PAL approval, with value of at least $ 10 million.



Desired Qualifications:
  • Master's degree or doctorate from a recognized college or university. A recognized college or university is defined as an institution of higher learning approved by the Office of Higher Education of any given state or a foreign college or university of comparable standing. Alternatively, additional qualifying experience may be substituted for the required education on a year-for-year basis.
  • NOTE: If no Master's degree, Resource would need to demonstrate an additional two (2) years of experience in addition to the experience used to meet MQ 1.
  • Eight (8) or more years of broad, extensive, and increasingly responsible experience applying project management principles, methods, techniques, and tools. At least five (5) years of that experience must have been as a Senior Project Manager of one or more large or complex IT projects.
  • Six (6) or more years of experience developing and managing complex IT project schedules using Microsoft Project.
  • Experience managing four (4) or more IT projects through successful PAL approval, with a value of at least $10 million each.

Working Conditions
  • Professional office environment, with the ability to work onsite in the main office.
  • Must be physically and mentally able to perform duties extended periods of time.
  • Ability to use a computer and other office productivity tools with sufficient speed to meet the demands of this position.
