The Opportunity:As the Chief Information Officer (CIO), you'll set the direction for enterprise technology while making sure day-to-day systems run smoothly and securely. You'll be part of the executive leadership team, helping shape overall agency strategy and leading major modernization efforts, including adopting enterprise systems, improving access to data, and reducing reliance on legacy systems.
You'll work closely with leaders across the agency to understand needs, balance competing priorities, and deliver practical solutions. A key part of the role is building strong governance so decisions are clear, transparent, and aligned with what matters most.
You'll lead a team of roughly 150 IT professionals and lead a workplace where people feel included, respected, and able to do their best work. You'll also manage a technology budget of approximately $77 million, balancing the need for tools, staffing, vendors, and long-term investments.
This role is about modernization, we need your acumen when it comes to integrating AI and other technology solutions in ways that align with our organizational goals and standards. Our CIO leads IT strategy, operations, budget, contracts, and compliance, with a strong emphasis on clear communication and cross-functional collaboration. DutiesWhat you'll work on:- Provide strategic and operational leadership for the organization's technology vision, ensuring that IT strategy, objectives, and roadmaps are fully aligned with enterprise goals and integrated into broader strategic planning.
- Foster strong relationships with community partners while guiding investment decisions through careful analysis of cost, value, and risk.
- Drive innovation by evaluating and adopting emerging technologies, leading enterprise-wide initiatives such as Enterprise Resource Planning (ERP) implementation, and enabling business transformation through modern, scalable solutions.
- Participate in IT Enterprise Governance in the development of IT policy, standards, strategy, and services.
- Oversee the design, governance, and performance of the organization's technology ecosystem-including infrastructure, systems, vendors, and service providers-to deliver reliable, secure, and cost-effective IT services.
- Provide leadership, coaching and direction to the IT leadership team and staff. Partner with HR in the recruitment, development and retention of the IT workforce.
- Coordinate with Washington Technology Solutions (WaTech) and other enterprise service providers to ensure that purchased services are effectively integrated and managed to support operations in a reliable and cost-effective manner.
- Develop and control annual revenue and operating expenditure budget.
- Serve on enterprise planning and policymaking committees to drive the development of technology standards, governance processes and performance metrics.
- Direct and organize all IT-related projects using project management methodologies, knowledge management, vendor management, asset procurements and setting hardware and software standards.
- Engage with One Washington Program leadership towards the successful implementation of a new ERP solution to replace legacy enterprise administrative systems. Partner on future operating model after implementation.
QualificationsRequired Qualifications:Experience with the following:
- At least 5 years of progressive experience in information technology.
- Chief Information Officer or related role bringing experience leading large-scale, complex organizations and managing budgets.

- Proven ability to define, operationalize, and continuously evolve an enterprise-wide technology strategy spanning applications, infrastructure, cybersecurity, and data-resulting in measurable improvements to organizational performance, resilience, and service delivery.

- Experience leading complex, enterprise-wide modernization efforts (e.g., ERP, cloud adoption, legacy system replacement) that deliver sustained business value, improve user experience, and reduce technical debt.
- Executive Influence & Governance
- Demonstrated success advising executive leadership and governing bodies on technology investment, risk, and policy-establishing clear, transparent decision-making frameworks that balance innovation, compliance, and operational stability.
- Financial Stewardship & Investment Strategy
- Experience overseeing and optimizing large, complex technology portfolios and budgets, making data-informed decisions that align resources to priorities, manage risk, and maximize long-term value.
- Operational Excellence in IT Service Delivery
- Experience ensuring reliable, secure, and cost-effective IT operations through strong oversight of infrastructure, vendors, and service delivery models, with a focus on performance, accountability, and continuous improvement.

Holidays Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for
exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military LeaveWashington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
