Senior Technical Project Manager

Position Overview

We are seeking a highly experienced Senior Technical Project Manager with 10+ years of experience leading large-scale technology initiatives, including significant experience working with government or public sector clients. The ideal candidate will drive complex digital transformation programs, manage cross-functional technical teams, oversee stakeholder engagement, and ensure successful project execution within highly regulated environments.

This role requires strong technical understanding, leadership capability, program governance expertise, and the ability to manage enterprise-level projects involving multiple stakeholders, vendors, and government agencies.

Key Responsibilities

Lead end-to-end delivery of enterprise technology projects and government digital transformation initiatives.
Manage project scope, schedules, budgets, deliverables, risks, and dependencies across multiple workstreams.
Collaborate with business leaders, technical architects, engineering teams, cybersecurity teams, vendors, and government stakeholders.
Define project roadmaps, governance frameworks, implementation strategies, and execution plans.
Ensure compliance with government regulations, security standards, procurement policies, and audit requirements.
Drive Agile, Scrum, Waterfall, or hybrid project management methodologies based on project needs.
Prepare executive status reports, steering committee presentations, and stakeholder communications.
Manage third-party vendors, contracts, Statements of Work (SOWs), and procurement coordination.
Identify and mitigate technical, operational, and delivery risks proactively.
Oversee release planning, testing coordination, deployment activities, and post-implementation support.
Facilitate resource planning, budget forecasting, and capacity management.
Mentor junior project managers and coordinate cross-functional delivery teams.
Support change management, user adoption, training, and business continuity planning.

Required Qualifications

Bachelor’s degree in Computer Science, Information Technology, Engineering, Business Administration, or related field.
10+ years of experience in technical project or program management.
5+ years of experience delivering projects for government, public sector, or highly regulated industries.
Proven experience managing enterprise-scale software, infrastructure, cloud, or digital transformation programs.
Strong understanding of SDLC, Agile, Scrum, Waterfall, and hybrid delivery models.
Experience with cloud technologies such as AWS, Azure, or Google Cloud Platform.
Knowledge of government compliance, procurement processes, cybersecurity policies, and governance standards.
Experience managing cross-functional technical teams, external vendors, and multiple stakeholders.
Strong expertise in project planning, budgeting, risk management, and executive reporting.
Hands-on experience with Jira, Confluence, MS Project, Smartsheet, Azure DevOps, or similar tools.
Excellent communication, leadership, problem-solving, and stakeholder management skills.
Preferred Qualifications
PMP, PgMP, PRINCE2, Certified Scrum Master (CSM), or SAFe certification.
Experience working with federal, state, or local government agencies.
Familiarity with cybersecurity frameworks, compliance standards, and audit processes.
Experience managing ERP, CRM, cloud migration, AI/ML, analytics, or enterprise integration projects.
Knowledge of DevOps, CI/CD pipelines, and infrastructure modernization initiatives.
Prior experience managing multi-million-dollar programs and distributed teams.
