Overview
A public-sector organization is seeking an experienced and highly motivated Lead Business Systems Analyst (LBSA) to support the design and implementation of multiple critical technology initiatives. This role focuses on business analysis, process improvement, and system integration to ensure successful project delivery and high business value.
The LBSA will lead business analysis activities including defining business requirements, mapping processes, refining workflows, and supporting project execution. This role requires strong collaboration with both business and technical stakeholders and the ability to independently manage multiple initiatives simultaneously.
The ideal candidate will have excellent communication, active listening, and customer service skills, along with strong analytical and documentation capabilities. Attention to detail and executive-level business writing skills are essential.
Key Responsibilities
Business Analysis & System Integration
Serve as a lead analyst supporting the integration of existing business processes, legacy systems, and manual workflows into a modern digital platform.
Map business processes, data flows, and system workflows to support enterprise system implementation.
Stakeholder Advocacy & Liaison
Act as a key advocate for operational stakeholders when working with implementation vendors and internal technical teams.
Ensure delivered solutions align with operational needs, best practices, and system integration standards.
Process Optimization
Analyze current business models and recommend process improvements to support efficiency, automation, and seamless system integration.
Apply knowledge of system design and computer operations to optimize workflows.
User Acceptance Testing (UAT)

Required Knowledge, Skills, and Abilities
Minimum 5 years of progressive experience as a Lead Business Analyst
Bachelor s degree in Business Administration, Management, Information Technology, or a related field
Strong ability to translate business needs into functional and technical requirements
Experience conducting UAT, supporting training, and developing professional business documentation
Excellent verbal and written communication skills with the ability to engage executives, managers, and SMEs
Exceptional attention to detail; deliverables must be executive-ready
Advanced proficiency in:
MS Word, Excel, PowerPoint
OneNote, Project/PWA, Visio
Wireframing tools
Experience with procurement processes (RFP, RFI, RFQ)
Experience supporting large-scale, multi-year system implementations with phased rollouts
Preferred Experience and Training
Experience supporting public safety, municipal government, or other public-sector enterprise system implementations
Certifications or training in Lean, Kaizen, Agile/Scrum, ITIL, or process improvement methodologies
Strong critical-thinking skills, including the ability to:
Reconcile conflicting requirements
Distinguish user requests from true business needs
Decompose complex information into actionable requirements
Experience with Business Intelligence and Data Analysis tools
