Summary

Role Summary
Redevelop the custom Permit Application Portal entirely in Drupal, including forms, workflows, roles, approvals, document handling, databases, authentication, APIs, notifications, and integrations.
 
Key Responsibilities
  • Analyze existing portal source code, databases, workflows, and integrations with the PM and architect.
  • Build Drupal-based permit applications, validation rules, workflow states, queues, approvals, and notifications.
  • Implement user registration, authentication, authorization, and role-based access.
  • Develop secure document-upload, storage, retrieval, and audit functions.
  • Develop APIs and integrations with systems and approved third-party services.
  • Migrate portal records and associated documents based on approved mapping and reconciliation rules.
  • Implement audit trails, reporting, error handling, logging, and administrative functions.
  • Apply secure coding and remediate vulnerabilities and penetration-test findings.
  • Support integration testing, UAT, deployment, hypercare, and production troubleshooting.
  • Produce API, configuration, deployment, and operational documentation.
 
Required Skills and Qualifications
  • Bachelor’s degree in computer science, IT, engineering, or equivalent experience.
  • 7+ years of full-stack web application development.
  • 5+ years of hands-on Drupal development, including custom application functionality.
  • Advanced experience with PHP, Symfony, Drupal APIs, JavaScript, REST/JSON APIs, SQL, Composer, and Drush.
  • Demonstrated experience building transactional portals with complex forms, workflows, roles, approvals, notifications, and document uploads.
  • Experience with authentication, authorization, API security, encryption, audit logging, and OWASP secure-coding practices.
  • Experience integrating Drupal with databases, identity providers, payment services, document systems, or enterprise APIs.
  • Experience migrating application data and validating record-level reconciliation.
  • Working knowledge of Git, CI/CD, automated testing, deployment, and production support.
  • Located within the continental United States.
 
Desired Skills and Qualifications
  • Acquia Certified Drupal Developer or Drupal Grand Master credential.
  • Experience modernizing permitting, licensing, case-management, or regulatory portals.
  • Experience with Drupal Webform, Workflow/Content Moderation, SSO, OAuth 2.0, SAML, or OpenID Connect.
  • Experience with payment processing and PCI-related controls, if payments are in scope.
  • Acquia Cloud Platform experience.
  • Experience with high-availability and government-sector applications.
