Summary

Job Description:
•    Client is in collaboration with the Media Relations & Strategic Communications Division is requesting proposals to provide comprehensive website migration, redesign, development, hosting and related support websites and digital properties. The primary website serves a critical role. 
•    This website is the central digital platform for board items, news, research, statistical data, environmental documentation, and historical records to enhance communication and relationships with stakeholders. 
•    The website also provides a daily operational status snapshot for business and cargo owners. 
•    In addition to the primary website, the hosted websites include the Online Permit Application Portal  which serves as an online resource for individuals and/or companies seeking permits for fishing, film and photography, and dangerous cargo; and the LA Waterfront (lawaterfront.org), which serves as a resource for recreation, redevelopment and local events. 
•    This engagement will migrate and redesign the websites using Kentico Content Management System (CMS) to the Drupal platform hosted on Acquia and include a transition to a new .gov domain. The purpose of this migration is to enhance overall usability, security, accessibility, and maintainability for both internal staff and public users.
•    The selected Consultant will be required to conduct a comprehensive audit of the current websites, engage collaboratively with key stakeholders, and develop an information architecture and design framework that aligns with industry leading practices with the latest security and accessibility standards. In addition, the Consultant is required to adhere to the standard of due care, actively supporting the requirements and security policy throughout the project engagement.
 
Role Summary:
•    Serve as the hands-on technical lead responsible for Drupal and Acquia architecture, integrations, cloud administration, DevSecOps, security design, availability, disaster recovery, performance, deployment, and technical governance.
 
Key Responsibilities
•    Design the Drupal architecture for the public websites and Permit Portal.
•    Recommend the Drupal version, multisite strategy, Acquia products, hosting tier, environments, and deployment model.
•    Define integration, identity, data, security, performance, availability, backup, RTO/RPO, and disaster-recovery architecture.
•    Configure and oversee Acquia environments, access, CI/CD, logging, monitoring, backups, and deployments.
•    Develop technical standards and review code, configuration, custom modules, and integrations.
•    Lead threat modeling, Drupal hardening, secure configuration, and vulnerability-remediation planning.
•    Coordinate WAF, SSL/TLS, DNS, .gov cutover, performance testing, production readiness, and rollback planning.
•    Produce architecture documentation, operational runbooks, and administrator training.
•    Support formal security and penetration testing conducted by client or an approved independent party.
 
Required Skills and Qualifications:
•    Bachelor’s degree in computer science, IT, engineering, or a related field.
•    10+ years in web solution architecture and enterprise application delivery.
•    7+ years of Drupal architecture and development experience.
•    Hands-on experience with currently supported Drupal versions and major-version upgrades.
•    3+ years of hands-on Acquia Cloud Platform experience.
•    Demonstrated experience with Drupal multisite, configuration management, custom modules, Composer, Drush, and dependency management.
•    Strong knowledge of APIs, authentication, databases, caching, CDN, WAF, logging, and monitoring.
•    Experience establishing CI/CD pipelines and managing development, test, UAT, staging, and production environments.
•    Experience with secure architecture, OWASP practices, Drupal hardening, vulnerability management, backups, and disaster recovery.
•    Experience designing highly available, high-traffic public websites.
•    Located within the continental United States.
 
Desired Skills and Qualifications:
•    Acquia Certified Drupal Grand Master, Acquia Certified Site Builder, or Acquia Certified Developer credentials.
•    AWS, Azure, security, DevSecOps, or cloud-architecture certification.
•    Experience with Acquia Government Cloud or FedRAMP-authorized hosting.
•    Experience migrating Kentico or another proprietary CMS to Drupal.
•    Experience architecting transactional portals with forms, workflows, payments, document handling, and external integrations.
•    Familiarity with WCAG 2.1 AA and government security requirements.
•    Penetration-testing knowledge; this does not make the architect an independent tester.
