Role Summary:
• Lead the project while also performing functional analysis, migration planning, Permit Portal requirements definition, UAT coordination, and project administration.
• This is not a conventional administrative PM role.
Key Responsibilities:
• Manage scope, schedule, budget, risks, dependencies, deliverables, and stakeholder communications.
• Lead requirements workshops for all three digital properties.
• Analyze and document Permit Portal workflows, forms, roles, approvals, notifications, documents, data, and integrations.
• Define functional requirements, user stories, acceptance criteria, and the requirements traceability matrix.
• Coordinate Kentico content and data inventory, mapping, migration decisions, and business validation.
• Maintain project plans, RAID logs, action items, meeting minutes, decisions, and deliverable registers.
• Coordinate UAT, training, cutover readiness, go-live, and hypercare.
• Manage Acquia and other vendors and support client’s reporting and approvals.
Required Skills and Qualifications:
• Bachelor’s degree in IT, computer science, business, or a related discipline.
• 8+ years managing enterprise website, CMS, or custom web-application projects.
• 3+ years leading Drupal, enterprise CMS migration, or comparable modernization projects.
• Experience managing at least one complex content/data migration.
• Demonstrated experience analyzing custom applications, preferably permitting, licensing, case-management, or workflow portals.
• Strong knowledge of requirements elicitation, process mapping, user stories, acceptance criteria, traceability, and UAT.
• Experience with Agile delivery and tools such as Jira, Azure DevOps, or equivalent.
• Ability to operate full-time without assuming architecture or development responsibilities.
• Strong writing, facilitation, stakeholder-management, and executive-reporting skills.
• Located within the continental United States.
Desired Skills and Qualifications:
• PMP, PMI-ACP, CSM, SAFe, or equivalent certification.
• Experience with Drupal 10/11, Acquia Cloud, Kentico migration, or public-sector website modernization.
• Experience with government permitting or transactional portals.
• Familiarity with WCAG 2.1 AA, security assessments, FedRAMP environments, and .gov transitions.
• Experience managing fixed-price projects with formal change control.
• Experience supporting high-availability public websites.
