Job Title: PeopleSoft HCM Functional Lead – HR, Payroll & Compliance
Location: 100% Remote
Duration: 12 Months
Employment Type: Contract

Position Summary

Systems Analyst 3 will perform senior-level functional and consultative support activities for PeopleSoft HR and Payroll applications. The role focuses on HR operations, functional configuration, compliance, security, integrations, production support, and cross-functional collaboration.

 

Responsibilities:

• Provide senior-level functional and consultative support for HR and Payroll systems
• Support HR processes including Workforce Administration, TAM/CG, and HR Security setup
• Interpret and apply State of Texas HR policies, labor regulations, and statutes
• Serve as a functional point of contact for agencies and provide application support
• Create and review Functional Design Documents (FDDs) and perform system configuration changes
• Configure PeopleSoft features including Page and Field Configurator, Drop Zones, Event Mapping, and Page Composer
• Set up and maintain job codes, positions, departments, compensation structures, business units, Set IDs, and workflows
• Create and maintain queries using PS/Query and SAP Business Objects
• Support FMLA processes including leave setup, entitlements, module integration, reporting, and audits
• Work with Application Designer, Integration Broker, REST/SOAP services, SQR, BI Publisher, SQL, and security configurations
• Support environment management activities including PUM, Change Assistant, Fluid UI, lifecycle management, Elasticsearch, and data migration
• Gather requirements and support break/fix activities and system enhancements
• Perform testing activities including UAT and regression testing and maintain documentation
• Manage incidents and support activities.
• Collaborate with policy teams, analysts, agencies, vendors, and support teams
• Support legacy system integrations and maintain data accuracy and system performance
• Provide training, user support, and knowledge transfer to junior analysts and agency personnel
• Support project initiatives, module enhancements, year-end processes, compliance activities, and third-party integrations
• Provide Level 2 Service Desk support including troubleshooting and system configuration
• Ensure compliance with WCAG 2.1 accessibility standards and IT security requirements
• Follow ITIL practices for IT service and asset management
• Participate in Major Incident Management, Disaster Recovery, Upgrade Testing, and SOC-1 audit activities
• Complete assigned work within established timelines, procedures, and project milestones
• Perform additional related duties as assigned

 

Required Experience:

• 8 years of extensive Texas public sector experience, directly working for or supporting a Texas state government agency
• 8 years of extensive experience supporting the HR module in PeopleSoft HCM version 9.2
• 8 years of extensive knowledge and understanding of State of Texas applicable policy
• 8 years of extensive knowledge of federal labor laws
• 8 years of experience preparing WCAG 2.1-compliant materials for distribution
• 8 years of experience interpreting contractual language and integrating it into daily workflows while consistently holding vendors accountable to contractual requirements
• 8 years of extensive knowledge and experience with data integration, data quality, and SDLC processes and methodologies
• 4 years of experience performing functional project management activities in support of CPA''s CLIENT program
• 3 years of knowledge of Information Technology Infrastructure Library (ITIL) principles and practices for IT activities such as IT Service Management (ITSM) and IT Asset Management (ITAM), aligning IT services with business needs
• 3 years of experience with CLIENT Central production and expansion functional support activities for more than 100 agencies and 5 Hub instances

 

Preferred Experience:

• 4 years of CPA experience supporting the FMLA module to enter and track FMLA balances for all FMLA plan types in the CLIENT system
• 4 years of CPA experience participating in Fiscal Year-End processes specific to reorganizational changes and legislative mandates for CLIENT
• 4 years of CPA experience supporting CLIENT by loading mass salary actions for agencies
• 4 years of CPA experience performing customer-facing responsibilities in support of CLIENT expansion efforts for Central and Hub agencies
• 4 years of CPA experience gathering requirements and writing functional specifications for legislatively mandated benefit enrollment programs using web services to communicate between different state agencies for CLIENT
• 4 years of CPA experience performing SQL actions needed to keep the CLIENT and SPRS systems in sync
• 4 years of experience with and knowledge of CPA''s legacy Statewide Financial Systems production support activities
