Job Summary
We are seeking an experienced IT Business Relationship Manager (BRM) to serve as a strategic liaison between business stakeholders, VDOT Districts, executive leadership, Enterprise Architecture, and IT delivery teams. The ideal candidate will have extensive experience in IT management, stakeholder engagement, strategic planning, IT service delivery, product line management, and escalation resolution.
The candidate will be responsible for aligning IT services and technology initiatives with business objectives, managing stakeholder expectations, coordinating IT projects and operations, and developing multi-year business capability roadmaps. This role requires exceptional communication, negotiation, relationship-building, and strategic thinking skills, along with a strong understanding of IT processes, SDLC, Agile methodologies, and technology procurement.
Key Responsibilities
- Establish and maintain strong working relationships with VDOT business stakeholders, District leadership, Central Office teams, and executive-level management.
- Serve as the primary point of contact for assigned Districts and business divisions for IT coordination, service delivery, escalations, and strategic technology initiatives.
- Collaborate with IT leadership to ensure the successful and continuous delivery of IT products, services, and operational support.
- Partner with business stakeholders and Enterprise Architecture teams to identify product lines and develop, maintain, and execute multi-year business capability roadmaps.
- Work closely with project managers, service delivery managers, operations managers, and technical teams to prioritize business requests, coordinate resources, and resolve delivery challenges.
- Manage escalations related to IT projects, technology procurements, service requests, production operations, and application support.
- Communicate business priorities, customer needs, risks, and expectations to IT leadership and delivery teams.
- Identify opportunities for IT service improvement, process optimization, innovation, and technology adoption to support business objectives.
- Align IT strategies and delivery plans with business goals, operational requirements, and long-term organizational priorities.
- Facilitate communication and collaboration between business partners and IT teams to ensure shared ownership, accountability, and measurable results.
- Support the strategic direction, operational performance, and continuous improvement of IT systems supporting assigned business divisions.
- Ensure adherence to applicable VDOT and Virginia Information Technologies Agency (VITA) policies, standards, guidelines, and compliance requirements.
Required Qualifications
- Bachelor's degree in Information Technology, Computer Science, Business Administration, or a related field, or six (6) or more years of relevant experience, as accepted by the client.
- Minimum of five (5) years of IT experience, including knowledge of Software Development Life Cycle (SDLC), Agile methodologies, and technology procurement processes.
- Ten (10) years of experience in communication, stakeholder engagement, relationship management, or related leadership-facing responsibilities.
- Ten (10) years of experience building stakeholder relationships, establishing credibility, influencing decisions, and managing business partnerships.
- Ten (10) years of experience in conflict resolution, negotiation, escalation management, and handling challenging customer situations.
- Ten (10) years of experience collaborating across teams, driving shared accountability, prioritizing business outcomes, and delivering measurable results.
- Ten (10) years of experience connecting business strategy to execution, strategic planning, and aligning technology initiatives with organizational goals.
- Minimum of one (1) year of experience in product line planning, development, and management.
Preferred Qualifications
- Experience working with VDOT, VITA, or similar public-sector IT organizations.
- Understanding of VDOT's organizational structure, including Districts and Central Office, and the relationship between VDOT and VITA.
- BRMP (Business Relationship Management Professional) certification.
- Experience in IT Business Relationship Management, IT Service Delivery Management, Business Engagement, Product Portfolio Management, or IT Program Management.
- Experience developing business capability roadmaps, managing IT service portfolios, and coordinating enterprise technology initiatives.
