Location: Anaheim, CA (Onsite 4 days/week)

Position Type: 6-month Contract-to-Hire

Overview

We are seeking an experienced Business Analyst / Project Manager to support a managed services environment within a large municipal organization. This role supports a centralized PMO and works closely with cross-functional stakeholders to drive project execution, governance, and process improvement across technology initiatives.

The ideal candidate brings a balance of business analysis, project coordination, stakeholder communication, and documentation discipline, and is comfortable working onsite in a structured public-sector environment.

Key Responsibilities

Business Analysis
  • Partner with functional teams and department stakeholders to define business requirements and assumptions
  • Identify operational inefficiencies and help design process improvements
  • Assist with project intake, requirement refinement, and solution proposals
  • Develop and maintain project documentation, including requirements, proposals, and presentations
  • Support stakeholder meetings by preparing agendas, facilitating discussions, and documenting decisions
  • Perform data analysis as needed using Excel and related tools

Project Management
  • Support project planning activities including scope, timelines, budgets, and resource coordination
  • Maintain project schedules, risk logs, issue tracking, and documentation repositories
  • Monitor project performance and identify risks, issues, or variances
  • Prepare status reports and executive-level presentations
  • Coordinate tasks across internal teams and external partners to meet milestones
  • Support project governance and reporting standards within a PMO framework
Qualifications
  • Bachelor's degree required (technology, engineering, computer science, or related field)
  • Minimum 3+ years of experience as a Business Analyst and/or Project Manager
  • Strong communication skills with the ability to work across diverse stakeholder groups
  • Proven ability to manage multiple priorities in a structured environment
  • Experience documenting business requirements and supporting project delivery
  • Working knowledge of Excel for data analysis
  • Familiarity with project management tools and methodologies
  • Exposure to enterprise technology environments (applications, infrastructure, networking) is a plus
