Role Summary

The Technical Project Manager will lead day-to-day coordination of the vLEI implementation for the health plan engagement. This includes managing deliverables across three integration points (front-end onboarding, validation layer, and back-end DCRP integration), coordinating environment deployments (Dev, UAT, Production), and serving as the outward-facing liaison between business partner resources and health plan stakeholders.

Key Responsibilities

  • Manage project timeline, milestones, and deliverables for the 12-week health plan vLEI implementation engagement
  • Coordinate across integration workstreams: front-end external party onboarding, validation/confidence factor review, and back-end DCRP integration
  • Serve as primary outward-facing contact for health plan project stakeholders and internal business partner team members
  • Track environment deployment progress across Development, UAT, and Production stages
  • Facilitate weekly payer meetings and coordinate with broader CMS-aligned network participants (e.g., Optum)
  • Manage risk, dependencies, and escalations; provide status reporting to business partner Program Director
  • Drive SOW deliverable tracking and support future SOW iterations for additional payer engagements
  • Coordinate security review processes and ensure compliance checkpoints are met

Required Qualifications

  • 5+ years of technical project management experience in healthcare IT or health information exchange environments
  • Demonstrated experience managing integration projects involving APIs, identity protocols (OAuth 2.0, OpenID Connect), and multi-environment deployments
  • Familiarity with healthcare interoperability standards: HL7 FHIR, SMART on FHIR, and payer-to-payer data exchange workflows
  • Experience managing engagements with large health plans, PBMs, or payer organizations
  • Understanding of SOW-driven consulting delivery models, including resource planning and blended-rate staffing
  • Strong stakeholder communication skills with experience bridging technical and business audiences
  • PMP, CSM, or equivalent project management credential

Preferred Qualifications

  • Exposure to decentralized identity frameworks, verifiable credentials, or self-sovereign identity concepts
  • Familiarity with vLEI (Verifiable Legal Entity Identifier), KERI (Key Event Receipt Infrastructure), or similar identity ecosystems
  • Experience with TEFCA, CARIN Alliance, Da Vinci Implementation Guides, or CMS interoperability rules
  • Knowledge of Dynamic Client Registration Protocol (DCRP) or FAST Security frameworks
  • Experience with Kubernetes/Docker containerized deployments in regulated environments
