We are seeking an experienced Program Manager with 10+ years of experience leading complex enterprise technology initiatives using Agile, hybrid, and traditional delivery approaches.

The Program Manager will lead cross-functional teams and oversee programs such as enterprise SaaS implementations, data modernization, legacy-system transformation, process digitization, cloud adoption, platform integration, workflow automation, and information management initiatives.

This role is responsible for end-to-end program delivery, including planning, governance, resource coordination, requirements, solution configuration, data migration, integration, testing, organizational readiness, deployment, and closeout. The ideal candidate will bring strong customer leadership, delivery discipline, analytical capabilities, and experience using metrics and data to guide decisions and improve outcomes.

Key Responsibilities

  • Lead complex enterprise technology programs from initiation through implementation, production deployment, stabilization, and closeout.

  • Manage SaaS implementations, data modernization initiatives, digital transformation programs, workflow digitization efforts, platform migrations, and other enterprise technology projects.

  • Develop and maintain integrated program plans covering scope, schedule, resources, milestones, critical paths, dependencies, deliverables, and approval cycles.

  • Manage Agile, hybrid, or traditional delivery models based on program requirements, customer governance expectations, contractual commitments, and organizational needs.

  • Plan and coordinate iterative delivery activities, including sprint planning, backlog management, release planning, demonstrations, retrospectives, and team reviews, where applicable.

  • Facilitate effective collaboration across business, technical, data, security, operations, vendor, customer, and executive stakeholders.

  • Work with stakeholders to define program scope, objectives, requirements, success criteria, acceptance criteria, and measurable business outcomes.

  • Coordinate activities across solution design, configuration, development, integration, data migration, testing, training, deployment, and operational transition.

  • Own program-level risk, issue, dependency, decision, assumption, and change-control processes.

  • Identify delivery risks and constraints, evaluate their potential impact, and implement practical mitigation and escalation strategies.

  • Lead governance forums, steering committee meetings, executive briefings, escalation discussions, and cross-functional delivery reviews.

  • Produce executive-level status reports, dashboards, delivery metrics, milestone forecasts, RAID logs, decision logs, and corrective-action plans.

  • Use program data and performance metrics to improve delivery predictability, resource allocation, team effectiveness, and stakeholder decision-making.

  • Manage complex data conversion and migration activities, including data discovery, assessment, mapping, cleansing, transformation, validation, remediation, reconciliation, and cutover planning.

  • Coordinate system, integration, regression, performance, security, and user acceptance testing activities.

  • Oversee defect management, triage, retesting, acceptance, and readiness tracking.

  • Lead deployment and go-live readiness activities, including cutover planning, training coordination, communications, operational support, and post-deployment stabilization.

  • Manage third-party vendors, implementation partners, subcontractors, and platform providers to ensure alignment with program objectives, schedules, quality standards, and contractual obligations.

  • Monitor budgets, resource plans, deliverable commitments, and program performance against established baselines.

  • Manage fixed-price, time-and-materials, milestone-based, or deliverable-based engagements, as applicable.

  • Promote delivery discipline, Agile best practices, continuous improvement, and governance processes tailored to the needs of each program.

  • Support organizational change management, stakeholder adoption, business-process redesign, and transition to new systems and ways of working.

Required Skills and Qualifications

  • 10+ years of experience managing enterprise IT projects or programs.

  • Demonstrated experience delivering complex SaaS implementations, digital transformation initiatives, data modernization programs, platform migrations, systems integration efforts, or process digitization projects.

  • Proven ability to lead cross-functional business, technical, data, vendor, customer, and executive teams.

  • Experience managing programs through the full implementation lifecycle, from planning and requirements through deployment and stabilization.

  • Strong knowledge of Agile and hybrid delivery frameworks, including Scrum, Kanban, or SAFe, with the ability to adapt delivery practices to formal governance and contractual environments.

  • Experience managing integrated schedules, critical paths, dependencies, resources, risks, issues, decisions, and change requests.

  • Experience overseeing data migration, system integration, testing, user acceptance, training, deployment, and operational readiness activities.

  • Ability to use data, metrics, dashboards, and analytics to support program decisions and measure outcomes.

  • Experience managing vendor-supported, contract-governed, fixed-price, milestone-based, or deliverable-based programs.

  • Strong executive communication, stakeholder management, facilitation, negotiation, and leadership skills.

  • Strong problem-solving, risk-management, organizational, and decision-making capabilities.

  • Ability to manage multiple priorities and maintain delivery momentum in complex, rapidly changing environments.

Preferred Qualifications

  • Agile or Scrum certification, such as CSM, CSPO, PMI-ACP, SAFe, or equivalent.

  • Project or program management certification, such as PMP, PgMP, or equivalent.

  • Experience with project and portfolio management tools such as Jira, Confluence, Azure DevOps, Microsoft Project, Smartsheet, Trello, or similar platforms.

  • Experience delivering technology programs for public-sector, government, healthcare, financial services, utilities, or other regulated organizations.

  • Experience with cloud platforms, enterprise content management, customer relationship management, IT service management, enterprise resource planning, workflow automation, low-code platforms, or data and analytics solutions.

  • Familiarity with platforms such as ServiceNow, Salesforce, Microsoft Dynamics 365, Workday, SAP, Oracle, Laserfiche, SharePoint, or comparable enterprise solutions.

  • Experience with data governance, master data management, analytics modernization, cloud data platforms, document digitization, records management, or legacy-system modernization.

Additional details:

100% remote position. Occasional travel to Client site may be required for client meetings, approximately 1–2 times in six months. Will need to come in to clients office at VA.if required by Leadership team.
