Description of Job
About the Work Unit
The Engineer in Training III (EIT III) works in the Colorado Department of Transportation's (CDOT's) Alternative Delivery Program. The Alternative Delivery Program (ADP) supports the CDOT statewide Regions in the delivery of projects through the use of alternative delivery methods such as Design-Build (DB), Progressive Design-Build (PDB), and Contract Manager/General Contractor (CM).

The Alternative Delivery Program is responsible for:
  • Establishing a consistent approach to the application of alternative delivery methods in compliance with state and federal requirements.
  • Evaluating and assessing alternative and emerging delivery methods for potential application.
  • Providing consultation, guidance, and support to the CDOT statewide Regions in the selection, development, and delivery of projects using alternative delivery methods.
  • Serving as a subject matter resource to support decision-making and the application of industry best practices.
  • Representing CDOT in coordination with public and private sector partners at the state, national, and international levels to exchange information, research, and best practices.
  • Providing consultation and support to local agencies using alternative delivery methods on federally funded projects.

About the Position

Under the supervision of a licensed professional engineer, the EIT III applies engineering principles, theories and judgment to support the Alternative Delivery Program. This position supports the Alternative Delivery Program Manager (ADPM) in providing assistance to CDOT's statewide regional project teams in the implementation of alternative delivery methods. The position provides training, resources, and guidance to project teams to support consistent application of alternative delivery methods and compliance with applicable state and federal requirements. Responsibilities include assisting with technical support, research, developing tools and guidance, and document review. The position may provide recommendations as directed by the ADPM.

This position may be assigned to support priority or time-sensitive efforts, including legislative inquiries, grant applications, program initiatives, and emergency response efforts. In these assignments, the position contributes research, technical input, and subject matter support.

The EIT III is the third position in the professional training series.

Your duties and responsibilities will include, but not be limited to, the following:
  • Provide direct support to CDOT Statewide Regions in the implementation of alternative delivery methods on projects including:
    • Working with Region Project Teams to apply the CDOT Project Delivery Selection Matrix, including facilitating discussions and providing technical input.
    • Providing guidance, training, and resources to support the selection and implementation of appropriate delivery methods.
    • Providing technical support and assisting with alignment to program guidance and requirements.
    • Communicating the benefits, risks, and key considerations of alternative delivery methods to support informed decision-making.
    • Assisting project teams in identifying and addressing compliance considerations with applicable federal, state, and local requirements.
    • Serving as a point of contact for Region inquiries and providing timely, responsive support.
    • Managing multiple priorities in support of several projects to ensure project teams are prepared to deliver an alternative delivery program/project success
  • Support the development, implementation, and maintenance of Alternative Delivery Program tools, guidance, and resources including:
    • Assisting in the development, update, and maintenance of program documentation, including guidance, manuals, and templates.
    • Assisting in the development and delivery of training and resource materials for internal stakeholders.
    • Conducting research and compiling information on industry practices, lessons learned, and emerging delivery methods.
    • Assisting in tracking and maintaining program and project data to support reporting and decision-making.
    • Updating program tools and systems, including dashboards or other tracking mechanisms.
    • Assisting the ADPM with consultant procurement activities, including scope development and task order support, as assigned.
    • Providing input to support program communications, policy considerations, and continuous improvement efforts.
    • Participating in internal and external meetings, peer exchanges, or conferences and shares relevant information with the program.
  • Other duties as assigned.

Work Environment
  • Your schedule will primarily be 8:00 am - 5:00 pm work hours, Monday-Friday, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met.
  • You will likely work a hybrid schedule with a combination of in-office and remote work.
  • Overnight travel 4-8 times a year throughout Colorado to assist in facilitating Project Delivery Selection Matrices (PDSMs) and trainings for project teams
  • Required to drive CDOT vehicles.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MInimum Qualifications
  • Current enrollment as an Engineer Intern by the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors
  • AND one (1) year of engineering experience.

Substitutions
  • Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers, and Professional Land Surveyors will substitute for the enrollment as an Engineer Intern.
