T he Work

The Senior Project Manager is responsible for leading and coordinating all phases of the project lifecycle, from initial requirements elicitation through solution implementation, system testing, go-live, post-implementation monitoring, and final closeout. This role ensures that each phase of the project is executed in full compliance with established project management standards, organizational methodologies, and industry best practices.

Responsibilities

Key Responsibilities
  • Direct and coordinate all phases of the project lifecycle, including requirements elicitation, solution implementation, testing, go-live, post-implementation monitoring, and project closeout.
  • Oversee key project elements, ensuring full compliance with established project management methodologies, standards, and best practices.
  • Maintain current and comprehensive project documentation, including tracking tasks, deliverables, and all project artifacts to ensure organizational transparency and auditability.
  • Develop, manage, and monitor detailed project schedules utilizing approved scheduling tools, consistently ensuring adherence to baseline timelines and project milestones.
  • Track project performance metrics, analyze schedule variances, and proactively recommend and implement corrective actions to maintain project alignment and on-time delivery of all objectives.
  • Identify, log, and resolve project risks, action items, issues, decisions, change requests, lessons learned, and all associated elements, maintaining clear records and traceability.
  • Plan, schedule, and facilitate essential project meetings, covering topics such as schedule management, change control processes, project status updates, risk mitigation, contract matters, and budget reconciliation.
  • Accurately document meeting discussions, promptly distribute official meeting minutes, and diligently follow up on assigned action items to ensure closure and accountability.
  • Prepare and submit a variety of project reports, including Project Steering Committee (PSC) briefings, client weekly and monthly status reports, and any additional reporting as required by stakeholders or contractual obligations.
  • Provide ongoing support to the Project Management Office (PMO) by assisting in the tracking and management of project tasks and deliverables, while maintaining robust documentation and ensuring accessible project records for all authorized personnel.
  • Maintain the Project Management Plan (PMP) throughout the project duration and develop comprehensive close-out and assessment reports at the conclusion of each project phase.

Qualifications

Qualifications - Here's What You Need

The qualifications and skills listed below are intended to provide a general overview of the requirements for this position. Additional qualifications, certifications, skills, or experience specific to the client's requirements may be identified and requested upon award of the task order. Candidates should demonstrate flexibility and a willingness to adapt to evolving responsibilities as outlined by the client.
  • Possession of a bachelor's degree from an accredited college or university. In lieu of a degree, additional qualifying professional experience may be substituted on a year-for-year basis.
    • Note: If no degree is held, the proposed resource must demonstrate a total of eleven (11) years of relevant experience (minimum of seven (7) years required, plus four (4) additional qualifying years).
  • Valid Project Management Professional (PMP) certification from the Project Management Institute (PMI).
    • PMP certification is mandatory and cannot be substituted with additional experience.
  • At least seven (7) years of broad, extensive, and progressively responsible experience applying project management principles, methods, techniques, and tools.
    • Of these, a minimum of four (4) years must have been served as a senior project manager overseeing one or more large or complex IT projects.
  • At least three (3) years as a senior project manager for large or complex IT projects, including management of at least one project valued at $5 million or greater.
  • Minimum of six (6) years of experience leading a State of California agency through FI$Cal system onboarding, go-live, and post-implementation activities.Experience must include managing or supporting system transitions for statewide financial, Enterprise Resource Planning (ERP), and/or the FI$Cal system.
  • Five (5) years of direct project management experience within the California state government environment.
  • At least four (4) years of experience facilitating alignment with multiple stakeholders, leading change management in complex organizations, and conducting meetings, including stakeholder communications and updates.
  • Four (4) years of experience initiating and executing project management plans, including:
    • Creating and overseeing project schedules
    • Developing and maintaining work breakdown structures
    • Tracking and resolving project risks and issues
  • Four (4) years coordinating support for Standard Operating Procedures (SOPs) or similar internal knowledge transfer activities.
  • Five (5) years of experience in strategic planning, consulting, workload assessment, and budget management.
  • Five (5) years of experience in application integration activities, including oversight of application upgrade testing and accounting system-related integration and reporting.

  • Demonstrated expertise in leading State of California agencies through FI$Cal system transitions, including onboarding, go-live, and post-implementation activities, with specialized experience managing or supporting statewide financial and Enterprise Resource Planning (ERP) system implementations.
  • Comprehensive project management proficiency within California state government environments, ensuring compliance with public sector standards, regulations, and best practices.
  • Skilled in facilitating alignment among diverse stakeholder groups, leading organizational change initiatives in complex environments, and conducting effective meetings, including regular stakeholder communications and status updates.
  • Experienced in initiating and executing comprehensive project management plans, encompassing the development and monitoring of project schedules, creation and maintenance of work breakdown structures, and proactive risk and issue tracking with resolution support.
  • Adept at coordinating the creation, implementation, and support of Standard Operating Procedures (SOPs) as well as overseeing internal knowledge transfer activities to promote organizational learning and operational continuity.
  • Advanced capability in strategic planning, consulting, workload analysis, and budget management; includes significant experience in managing application integration, overseeing application upgrade testing, and facilitating accounting system integration and reporting.
