Project Manager - VFMP Modernization Portfolio / EDI Enablement

Description:
Seeking a highly motivated and self-directed Project Manager to lead and coordinate delivery across the VFMP Modernization Portfolio, ensuring modernization initiatives-including those with EDI dependencies-are planned, synchronized, executed, and reported effectively. This role provides contract management leadership and portfolio-level coordination, ensuring projects are delivered within scope, on schedule, and within budget while identifying risks, addressing issues, and managing dependencies across modernization workstreams. The ideal candidate has strong knowledge of VHA project governance and portfolio management practices and can lead cross-functional teams supporting operational modernization at scale.
This position is contingent upon contract award.
Job Responsibilities:
Lead overall contract task execution, project planning, and performance management for VFMP modernization workstreams.
Establish and maintain integrated plans and schedules (portfolio and project-level), including milestones, dependencies, and critical path.
Oversee delivery within scope, schedule, and budget; proactively identify, track, and mitigate risks and issues.
Manage stakeholder engagement and communications cadence; ensure alignment across VFMP operations, OIT/technical teams, and external partners as applicable.
Lead Data Integration Project management activities (as assigned), coordinating a mixed team of technical resources (e.g., data engineers/analysts) and ensuring delivery of project management artifacts.
Ensure Knowledge Management (KM) and Organizational Change Management (OCM) activities are integrated into project schedules and execution plans.
Develop and deliver monthly status reporting and executive-ready briefings; maintain transparency and escalate blockers early.
Provide quality oversight of deliverables; ensure products are accurate, consistent, and aligned to Government templates and expectations
Required Skills:
Expert project/program leadership, schedule/risk management, and stakeholder coordination skills.
Strong writing and briefing development capability; able to communicate clearly to technical and non-technical audiences.
Experience managing cross-functional teams in complex, governance-driven environments.
Must be able to obtain and maintain a Public Trust Security clearance.
Desired Skills and Experience:
Experience supporting federal healthcare and/or VA/VHA modernization portfolios.
Experience managing modernization initiatives involving automation, data integration, and EDI impacts to operations
Education and Experience:
Bachelor's degree in an appropriate field (or equivalent experience).
8+ years of relevant project/program management experience preferred
