Oracle EPM Cloud Delivery Solution Architect — End-to-End Process Design (EBS → EPM Cloud)

Volitiion IIT is seeking a senior Oracle EPM Cloud Delivery Solution Architect to lead end-to-end process design and serve as the principal solution authority on a strategic Department of Defense (DoD) Enterprise Performance Management (EPM) modernization program. The client currently runs Oracle E-Business Suite (EBS) R12 Financials as the system of record and is implementing Oracle EPM Cloud Planning & Budgeting as the modern planning, budgeting, forecasting, and management reporting platform. The Delivery Solution Architect owns the integrated hybrid solution — Oracle EPM Cloud as the planning layer, Oracle EBS as the execution and accounting layer — and is accountable for translating DoD financial management policy, OMB Circular requirements, and operational mission needs into a coherent, auditable, and sustainable hybrid architecture.

• Hybrid Solution Ownership: Serve as the single accountable architect for the end-to-end Oracle EBS + EPM Cloud solution, including module selection, hybrid data flow, integration, security, reporting, and operational sustainment across cloud and on-prem layers.
• End-to-End Process Design: Lead Plan-to-Report, Budget-to-Report, Record-to-Report, and Forecast-to-Report process design workshops with DoD stakeholders, finance leaders, and program offices, spanning EPM Cloud and EBS.
• EBS → EPM Cloud Integration Architecture: Define the integration strategy and reference architecture between Oracle EBS R12 (GL, Budgetary Control, AP, AR, FA, PO, Federal Financials) and Oracle EPM Cloud, including EPM Integration Agent (for on-prem EBS connectivity), Data Management/Data Integration, EPM Automate, REST APIs, ODI, and Oracle Integration Cloud (OIC) where applicable.
• Bi-Directional Data Flows: Architect inbound flows (EBS GL balances, encumbrances, actuals, COA, hierarchies into EPM Cloud) and outbound write-back flows (approved budgets, allotments, allocations from EPM Cloud back to EBS GL / Budgetary Control).
• Chart of Accounts Strategy: Lead COA harmonization between EBS Accounting Flexfield segments and EPM Cloud dimensions; define USSGL crosswalks, hierarchy management, and Master Data Management (MDM) approach.
• EPM Cloud Solution Design: Own architecture for Oracle EPM Cloud Planning & Budgeting (and roadmap modules — FCCS, ARCS, PCMCS, Narrative Reporting), including module selection, cube design (ASO/BSO), security, reporting, and sustainment.
• Architecture & Roadmap: Develop and maintain solution architecture artifacts (conceptual, logical, physical), capability roadmaps, integration blueprints, and data architecture diagrams aligned to DoD Enterprise Architecture and DoD FM standards.
• Compliance & Audit: Ensure solution alignment with FISCAM, FFMIA, OMB A-123, SFFAS standards, USSGL, DoD FMR, FedRAMP, and applicable NIST 800-53 controls; design audit trails spanning EBS and EPM Cloud.
• Governance & Quality: Chair architecture review boards, lead design authority sessions, perform solution health checks, and enforce design standards across functional and technical workstreams.
• Stakeholder Engagement: Advise DoD executive sponsors, program managers, and CFO/Comptroller leadership on solution trade-offs, risks, and recommendations.
• Team Leadership: Mentor functional leads, technical architects, and consultants; review deliverables for quality and alignment to the target architecture.
• Risk Management: Identify, document, and mitigate solution-level risks; coordinate with program risk and security teams on remediation.

• Education: Bachelor's degree in Computer Science, Information Systems, Finance, Accounting, or related field. Master's preferred.
• Experience: Minimum 12 years of overall IT/financial systems experience, including 7+ years specifically in Oracle EPM (Hyperion Planning, PBCS/EPBCS, Oracle EPM Cloud Planning, FCCS, ARCS, PCMCS, Narrative Reporting).
• Oracle EBS Experience: Minimum 5 years of hands-on or architectural experience with Oracle EBS R12 Financials (GL, Budgetary Control, Sub-ledgers) — sufficient depth to architect EBS-to-EPM Cloud integrations and COA harmonization.
• Hybrid Integration: Demonstrated experience designing and delivering hybrid integrations between on-premise Oracle EBS and Oracle EPM Cloud, including EPM Integration Agent, Data Management/Data Integration with EBS adapters, ODI, and/or OIC.
• Lifecycle Experience: Led at least 3 full-lifecycle Oracle EPM implementations as the lead solution architect, including at least 1 in a federal, DoD, or large public-sector environment, and at least 1 with Oracle EBS as the source ERP.
• Process Design: Demonstrated expertise designing end-to-end financial planning, budgeting, forecasting, consolidation, and close processes in complex, multi-entity, multi-fund organizations.
• Federal Knowledge: Working knowledge of federal financial management (USSGL, OMB A-11/A-123/A-136, SFFAS, DoD FMR, FFMIA, FISCAM).
• Soft Skills: Excellent written and verbal communication, executive presence, facilitation, and the ability to translate complex technical concepts for non-technical audiences.

• Active Secret or higher DoD security clearance.
• Oracle EBS Federal Financials (FV): Hands-on or architectural experience with EBS Federal Financials, Public Sector Budgeting (PSB), Funds Disbursement Process, and U.S. Federal accounting (Treasury, USSGL postings).
• Oracle Certifications: Oracle EPM Cloud Planning, FCCS, or Solution Architect-level certifications; Oracle EBS R12 GL Certified Implementation Specialist.
• DoD Experience: Direct experience supporting DoD components (Army, Navy, Air Force, Marines, DLA, DFAS, DISA, Joint Staff, OSD).
• FedRAMP: Experience deploying Oracle EPM in FedRAMP-authorized environments (Government Cloud, including Oracle U.S. Government Cloud).
• Methodologies: Oracle TCM, Oracle Unified Method (OUM), Agile/Scaled Agile (SAFe), and ITIL.
• Adjacent Skills: OTBI, Smart View, Groovy rules, Essbase, ODI, OIC, and exposure to Oracle ERP Cloud (for future-state roadmap discussions).

• Work Arrangement: 100% Remote within the Continental United States (CONUS). Must work core hours aligned with U.S. Eastern Time.
• Travel: Occasional travel (typically less than 10%) may be required to client sites, DoD facilities, or Volitiion IIT offices for kickoff meetings, design workshops, or major milestones.
• Equipment & Network: Reliable high-speed internet and a private, secure home workspace are required. Government-furnished equipment (GFE) may be provided per contract requirements.
• Hours: Standard 40-hour work week; flexibility required to support occasional after-hours cutover, go-live, or production support activities.
