Role Overview
We are seeking a Procurement Specialist with a strong background in cost and price analysis to support contracts administered through the Washington Headquarters Services (WHS) for Pentagon customers. This role is focused on performing pre-award and post-award cost analysis and does not involve writing contracts. The specialist will work alongside contracting officers to provide expertise in cost-reimbursement contracting and financial analysis.
Key Responsibilities
- Perform cost and price analysis for pre-award and post-award contract actions.
- Administer cost-type contracts, ensuring compliance with federal regulations.
- Conduct quantitative analysis to support procurement strategies.
- Develop negotiation strategies, conduct negotiations, and document the results.
- Review acquisition packages and provide recommendations for FAR-based acquisitions.
- Assist in preparing award documents, including Price Reasonable and Basis of Award memorandums.
- Support the preparation of contract modifications, such as administrative changes and options exercises.
- Assist in resolving invoice payment issues in collaboration with assigned CORs.
Required Qualifications
Education: A Bachelor's degree is required.
Experience: A minimum of three years of demonstrated experience in pre-award, award, and post-award federal contracting, procuring products and services utilizing FAR parts 8, 12, 13, 15, and 16. This must include experience with cost and price analysis techniques as a Federal Employee or Federal Contractor, DoD contracting experience with FAR and DFARS, and the ability to obtain a Public Trust clearance.
Technical Skills: Proficiency in cost and price analysis, quantitative analysis, cost-reimbursement contracting, and negotiation.
Preferred Qualifications
- Experience with DCMA or DCAA.
- Previous role as a Cost and Price Analyst, Senior Cost/Price Analyst, Cost Auditor, or Senior Contract Auditor.
- Background in accounting, financial analysis, or as a CPA.
- FAR or DFARS certification.
- Experience with Enterprise Contract Writing Module (ECWM), CON-IT, or PD2 contract writing software.
Compensation
The anticipated salary for this position is between $125,000 and $160,000 annually. The pay rate for the contract portion is between $60.10 and $76.92 per hour, based on experience.
