We are seeking an experienced Business Analyst 3 to support software development initiatives, including application enhancements, modernization, and system rewrite projects. The role will serve as a liaison between business stakeholders and technical teams throughout the SDLC.

< data-end="503" data-start="478">Key Responsibilities

• Elicit and analyze business, functional, and system requirements through interviews, workshops, JAD sessions, document analysis, use cases, and workflow analysis.
• Analyze current and future-state business processes and identify opportunities for automation, enhancement, and process improvement.
• Develop and maintain user stories, use cases, software requirements specifications, and requirements documentation.
• Establish requirements baselines, manage changes, and maintain traceability throughout the SDLC.
• Perform business process re-engineering and software process-flow analysis.
• Collaborate with development teams to clarify requirements and evaluate proposed solutions.
• Create wireframes, mockups, and visual representations to communicate functional and UX requirements.
• Participate throughout requirements, development, testing, implementation, and post-production activities.
• Facilitate stakeholder meetings, workshops, and requirements discussions.
• Communicate complex business and technical information effectively to technical and non-technical audiences.
• Support business analysis best practices, knowledge sharing, mentoring, and continuous improvement.
• Utilize Atlassian Jira and Modern Requirements or comparable requirements management tools.

• 8+ years of experience eliciting requirements through stakeholder interviews and documenting system requirements.
• 8+ years of experience with SDLC methodologies.
• 8+ years of experience in business process re-engineering and software process-flow improvement.
• 8+ years of experience developing user stories and use cases.
• 8+ years of experience designing mockups and/or wireframes aligned with UX best practices.
• 8+ years of strong communication, facilitation, writing, and organizational skills.
• 4+ years of professional experience with Atlassian Jira.
• 2+ years of professional experience with Modern Requirements or equivalent requirements management software.

• 4+ years of experience supporting federal, state, or local education agencies or education-focused vendors.
• 2+ years of experience supporting complaint and case management workflows, including intake, investigation, and resolution.
