Job Summary :

This project will design and implement an enterprise-wide Jira analytics and dashboarding solution to provide objective, system driven insight into delivery performance, schedule health, capacity, quality, and financial progress across initiatives, projects, and teams. The solution will leverage Jira Software, Atlassian analytics tools, Tempo time and cost data, approved external data sources, and Atlassian Rovo to replace manual status reporting with accurate, repeatable, and predictive metrics.The contractor will deliver standardized org level and project level dashboards that calculate schedule variance, forecast completion dates using throughput and remaining work, identify capacity risks, surface quality and rework trends, and track budget spend down. The solution will enable leadership, the PMO, and delivery teams to quickly determine whether work is on track, at risk, or behind schedule, and to understand the drivers behind performance trends. All metrics will be fully documented, validated, and supported with knowledge transfer to ensure sustainability and ongoing use.

Required Skills:

• 8 years of Administering and extending Jira Software in enterprise environments (Cloud)
• 8 years of Jira analytics or enterprise delivery reporting experience using JQL
• 5 years of Designing advanced Jira analytics, metrics, and dashboards using Jira Software Cloud
• 5 years of Using JavaScript/TypeScript Atlassian Forge apps; understanding integration logic and REST handling
• 4 years of Integrating Tempo (timesheets, planner, cost) and other external data sources using APIs (REST)
• 4 years of Using Groovy + HAPI with scripted fields and derived metrics; workflow validators; listeners; post functions
• 4 years of Using Smart Values & Expression logic for data calculations and math; conditional logic; linked issues
• 3 years of Designing advanced dashboards and calculated metrics with eazyBI for Jira using MDX
• 3 years of Using DAX for PowerBI modeling and experience using Jira connectors
• 3 years of Prior work in large, multi-team and public sector environments

Preferred Skills:

• 5 years of Experience supporting PMO and portfolio level reporting and metrics
• 3 years of Earned-value and schedule variance concepts
• 3 years of Predictive analytics and throughput-based forecasting
