Job#: 3024932 Job Description: Description:Planning Engineer IIIRole OverviewThe Planning Engineer III will serve in a non-supervisory role within the Core National Network Transport Planning organization, supporting the ILEC Decommissioning (Decom) program. This position is responsible for developing detailed transport network plans that enable the orderly decommissioning, migration, and optimization of legacy ILEC network assets while maintaining service continuity.
The role supports the National Core Transport Network as well as subtending metropolitan networks in markets where the company operates. Engineers will translate network strategy into executable planning packages that are handed off to field and design engineering teams for implementation.
Compensation: $55-58/hr

Key Responsibilities- Develop detailed transport network growth, evolution, and decommissioning plans supporting the ILEC Decom initiative
- Plan and coordinate backbone and metro network changes related to circuit grooming, facility consolidation, and network turn-downs
- Produce comprehensive planning packages for implementation teams, including equipment requirements, circuit impacts, and network dependencies
- Partner closely with field, design, provisioning, and implementation teams to ensure plans are executable and aligned with timelines
- Perform transport capacity analysis and support capacity management decisions during network transitions
- Ensure compliance with Federal, State, and Local regulations governing telecommunications equipment placement and removal
- Create and manage capital and expense funding packages tied to assigned projects
- Maintain accurate monthly cost forecasts and current estimates for each funding package
- Support multiple short-term projects (typically 1-6 months) and contribute to overall program delivery
- Provide mentoring and knowledge transfer to peers and less-experienced engineers
- Represent transport planning with professionalism, accountability, and strong attention to detail
Technical Skills & Knowledge- Transport network planning and engineering experience, preferably within ILEC or large-scale carrier environments
- Working knowledge of:
- SONET and Wavelength Division Multiplexing (WDM)
- Interdisciplinary transport networks
- Central Office common systems (power, terminations, alarms, infrastructure)
- Outside plant (OSP) fundamentals
- General telecommunications engineering principles
- Understanding of transport planning processes, data analysis, and capacity management concepts
- Experience using mechanized planning and engineering systems such as:
- TIRKS
- CNDC ASPEN Portal
- LCAM
- Metasolv
- Fireworks
- CORE or equivalent systems
Required Qualifications- 5+ years of experience in transport planning, transport engineering, or related telecommunications roles
- Strong written and verbal communication skills
- Excellent interpersonal skills and ability to collaborate across engineering and operations teams
- Patience and effectiveness in supporting and mentoring less-experienced team members
- Practical negotiation and problem-solving skills
- Solid computer and systems proficiency
- Ability to manage multiple priorities in a fast-paced, program-driven environment
