The Client is undertaking a comprehensive, multiyear modernization initiative to replace aging legacy systems and transition to a unified, cloud-native environment. This effort centers on building a modern, Azure-hosted pension administration system that integrates seamlessly with related member and employer portals.
The Client serves a large and diverse membership of more than 210,000 employees and retirees across over 600 participating organizations, making it one of the regions largest public pension systems.
The modernization addresses longstanding challenges such as fragmented workflows, manual processes, limited scalability, and stability issues associated with legacy technologies. The initiative introduces a modern technology stackincluding Angular, REST APIs, Azure SQL Managed Instance, Azure Function Apps, Power BI, and a document management and process automation solution pending platform evaluationto support scalable, secure, and efficient operations.
Current state:
Legacy systems were migrated from on-premises hosting to Azure in May 2024.
The member portal was modernized in July 2025.
All information systems resources support legacy systems while simultaneously developing modernized solutions.
A project charter and Software Development Life Cycle have been established and are in practice.
The environment and foundation for modern applications have been defined and are nearing completion.
