Summary

job summary:

We are seeking a Senior Business Analyst to support a large-scale Medicaid systems modernization initiative focused on the development and implementation of a new enterprise application. This role will work across business, technical, project, and vendor teams to drive requirements, systems analysis, project documentation, testing, deployment, risk management, and successful delivery of application functionality.


The ideal candidate brings 8+ years of senior-level business and systems analysis experience in complex enterprise environments, with strong experience managing requirements and project artifacts, coordinating external vendors, supporting system implementations, and overseeing system integration and user acceptance testing. Experience with Azure DevOps/TFS, Agile or SAFe environments, enterprise application architecture, and Medicaid or public-sector healthcare systems is highly preferred.


This is a full-time onsite contract opportunity in Austin, Texas. Candidates must be local and available to work onsite.

Job Responsibilities

  • Analyze business systems, processes, requirements, and user needs.
  • Coordinate with external vendors to complete projects and service requests, including defining, assigning, monitoring, and evaluating work.
  • Develop and review requirements documentation, requirements traceability, test cases, design documentation, and technical specifications.
  • Perform systems analysis, troubleshoot business and technical issues, and support solution implementations.
  • Manage project scope, acceptance, deployment, system integration testing, and user acceptance testing activities.
  • Identify project risks, dependencies, and potential challenges and develop appropriate mitigation strategies.
  • Analyze policies, procedures, and standards to determine their impact on automated systems and functional business areas.
  • Support documentation and delivery of application functionality across integrated enterprise systems.
  • Develop processes and documentation to promote consistency and alignment across project teams.
  • Support business process mapping and process reengineering activities.
  • Collaborate with business, technical, project management, and vendor teams throughout the development lifecycle.




qualifications:

Required Qualifications


8+ years of experience coordinating external vendors on technology projects and service requests.


8+ years of experience developing and reviewing requirements, traceability documentation, test cases, design documentation, and technical specifications.


8+ years of systems analysis, troubleshooting, and solution implementation experience.


8+ years of experience managing project scope, acceptance, deployment, system integration testing, and user acceptance testing.


8+ years of experience identifying project risks and developing mitigation strategies.


8+ years of experience analyzing policies, procedures, and standards and evaluating their impact on automated systems.


Strong business analysis, requirements management, documentation, and stakeholder communication skills.


Preferred Qualifications


3+ years of experience using TFS and/or Azure DevOps to manage requirements throughout the development lifecycle.


3+ years of Agile experience; SAFe experience preferred.


3+ years of experience with Microsoft Office, SharePoint, and Copilot.


Experience with enterprise system components including user interfaces, data layers, infrastructure, and integrations.


Knowledge of business rules engines and workflow orchestration.


Familiarity with cloud-based solutions.


3+ years of experience with Texas Medicaid, CHIP, or related health and human services systems and processes.


Experience maintaining portfolio project management tools and state-level major information resource project information.
