Summary

Job Title: Sr. PeopleSoft HCM Functional Lead
Location: Austin, TX, (Telework)
Position Type: Contract

Position Requirements. The CPA Work includes, but is not limited to, the following:

  • Performing highly advanced (senior-level) consultative services and functional assistance work related to supporting the CAPPS Program.
  • Responsible for FLUID upgrade experience, including, but not limited to:
    • Lead or support the upgrade of the ERP system to the Fluid User Interface, including planning, analysis, testing, and deployment.
    • Conduct fit gap analysis to identify impacts of Fluid UI changes on existing business processes, customizations, and integrations.
    • Collaborate with functional and technical teams to design and configure Fluid pages, tiles, navigation collections, and responsive layouts.
    • Update security roles and permissions to align with Fluid navigation and component changes.
    • Perform end-to-end system testing, including regression testing, user acceptance testing (UAT), accessibility validation, and mobile-responsiveness checks.
    • Troubleshoot and resolve issues related to Fluid pages, performance, workflow changes, and customizations.
    • Document upgrade steps, configuration changes, test scripts, and post deployment results.
    • Provide training and change management support to end users transitioning from Classic to Fluid UI.
    • Coordinate with stakeholders to ensure minimal downtime during cutover and smooth go live execution.
    • Monitor post-upgrade system behavior and apply required patches, fixes, or optimizations.
  • Responsible for functional CAPPS HR/PY Human Resources (HR) module expertise, including, but not limited to:
    • Workforce Administration
    • HR Security Set-up and row-level security
    • Interpret and apply state statutes, HR policies, and labor regulations
  • Responsible for overseeing and coordinating AWE – Approval Workflow Engine, including but not limited to:
    • Workflow Configuration and Setup
    • User and Role Management
    • Notifications and Worklist Management
    • Monitoring and Troubleshooting
    • Customization and Extensibility
    • Performance and Maintenance
    • Testing and Documentation
  • Responsible for technical skillsets for applicable tools, including, but not limited to:
    • Understanding Application Designer (records, fields, pages, components)
    • Integration Broker (Web Services, REST/SOAP Integrations)
    • SQR and BI Publisher report customization
    • SQL Proficiency
  • Understanding of PeopleSoft security, inclusive of State of Texas multitenancy requirements
  • Planning, designing, developing, implementing, supporting, and maintaining the information technology security measures to safeguard system information.
  • Responsible for tools and environment knowledge, including, but not limited to:
    • PUM (PeopleSoft Update Manager) and Change Assistant
    • Fluid UI changes and page navigation
    • Lifecycle management and selective adoption
    • Elasticsearch/Search Framework
    • Data migration and compare reports
  • Responsible for providing functional support for the CAPPS HR/PY application, and shall be a point of contact for CAPPS agencies as applicable.
  • Responsible for the CAPPS HR/PY functional design phase, which includes creating and/or reviewing Functional Design Documents (FDDs), performing functional configuration system changes, and other functional activities assigned. Functional configurations include, but are not limited to, PeopleSoft delivered features (e.g., Page and Field Configurator, Drop Zones, Event Mapping, Page Composer, and others).
  • Responsible for cross-functional collaboration, including, but not limited to:
    • Strong problem-solving and troubleshooting
    • Ability to interpret the State of Texas HR policies into system configuration and code modifications
    • Requirements gathering for applicable break/fix or system enhancements
    • Documentation and testing (UAT, regression testing)
    • Incident management in systems like ServiceNow and BOSSDesk, with the ability to keep multiple systems synchronized with timely updates
    • Communication skills when working with policy personnel, other analysts, 100+ agencies, and our Managed Services Tier 3 vendor.
    • Understanding and accounting for interdependence on legacy systems (SPRS, HRIS, etc.).
    • Providing structured cross-training to support junior analyst capability growth.
    • Providing comprehensive training and support to agency personnel in accordance with established requests and organizational requirements.
  • Responsible for project-level coordination and participation, including, but not limited to:
    • Expansions that include additional module implementations or enhancements for agencies
    • Cyclic processes such as fiscal year-end, calendar year-end, 1095-C creation and distribution, State of Texas legislative changes, federal mandates, and third-party integrations.
    • Performs all duties following CPA’s processes, policies, and procedures within project scope and on schedule in accordance with milestones, deliverables, and due dates.
  • Responsible for assisting with calendar year-end by coordinating with a third-party vendor to produce Third Party Sick Pay as part of W-2 processing.
  • Responsible for assisting with processing the Affordable Care Act (ACA), including but not limited to:
    • Employer Reporting – 1095-C
    • Collect and generate 1095-C forms for electronic delivery, and report Offer of Coverage Information (Parts I & II) for all employees on CAPPS Central
    • Ensure IRS filing deadlines are communicated and adhered to
    • Distribute forms in accordance with IRS regulations and deadlines
    • Successfully build interface files for electronic transmission and filing in accordance with IRS regulations and deadlines.
  • Responsible for assisting with the Fiscal Year-End, including but not limited to:
    • Planning, scheduling, and communicating
    • Reconciliations and Verifications
    • System Configurations and Maintenance
    • Mass Salary Loads as requested by agencies to assist with the large number of changes required.
    • Benefit Enrollment Web Services to ensure that we have successfully integrated with ERS to establish the correct benefit plans and premiums for the next fiscal year for state resources on CAPPS Central (over 100 agencies and 80,000 employees).
  • Provides Level 2 Service Desk support, including complex ticket handling, advanced troubleshooting, clear documentation, and basic system configuration, all following established, auditable processes in coordination with a Managed Services vendor responsible for Tier 3 work.
  • Responsible for ensuring that all digital products and content meet WCAG 2.1 accessibility standards. This includes maintaining perceivable, operable, understandable, and robust experiences for all users, regularly reviewing content for compliance, and implementing updates or remediation whenever accessibility issues are identified.
  • Works under minimal supervision, relying on experience and judgment to plan and accomplish goals, independently performing a variety of complicated tasks.  Established processes and procedures must be followed.
