This highly visible role supports the U.S. Technology organization and serves as a strategic partner to senior Technology and Finance leadership. The position is responsible for end-to-end technology financial management, executive reporting, and portfolio oversight, while driving cost transparency, governance, and data-driven decision-making across a large-scale technology environment.
The manager is seeking a seasoned technology finance professional who can translate complex financial and operational data into actionable insights while influencing senior stakeholders, driving financial discipline, and supporting strategic technology investment decisions. Target candidates will typically come from Technology Finance, Technology Business Management (TBM), CIO Business Management, Technology COO, Enterprise Technology Finance, or Business Management organizations within large banks, capital markets firms, or other financial services institutions.
This is a long-term opportunity with a defined path toward a Director-level leadership role.
Responsibilities: Executive Reporting & Business Insight - Deliver clear, concise, and decision-oriented business commentary for executive leadership, management committees, and governance forums.
- Translate complex financial and operational data into actionable insights, risks, and recommendations.
- Provide timely performance reporting, financial analysis, and executive updates to senior leadership.
Financial Planning & Management - Lead the annual budget lifecycle, including budgeting, forecasting, accruals, allocations, and financial tracking.
- Analyze plan versus actual performance, identify variances, and highlight risks and optimization opportunities.
- Develop financial models, scenario analysis, and forward-looking projections to support strategic decision-making.
Technology Cost Management & TBM - Manage and enhance technology cost allocation methodologies across business units and shared services.
- Drive improvements in cost transparency, service taxonomy, and allocation accuracy.
- Support and advance Technology Business Management (TBM) initiatives.
- Lead cost optimization and contractor optimization efforts.
Portfolio & Program Financial Oversight - Oversee financial performance of technology programs and critical initiatives.
- Support business case development, including CAPEX/OPEX analysis and validation.
- Partner with PMO teams to ensure alignment between financials and delivery execution.
Governance, Controls & Transformation - Establish and maintain financial governance frameworks, policies, and controls.
- Monitor run versus change spend and provide trend analysis and forward projections.
- Drive finance transformation initiatives to improve scalability, efficiency, and transparency.
Stakeholder Partnership - Partner with Technology, Finance, PMO, and business stakeholders across U.S. and global organizations.
- Influence senior stakeholders and drive alignment on financial strategy and priorities.
Key Outcomes - Improved transparency into technology spend and investment decisions.
- Strong alignment between financial plans, portfolio delivery, and strategic priorities.
- Scalable, governed financial processes supporting enterprise technology operations.

Required Skills: - 15+ years of experience in Technology Finance, Business Management, Technology Business Management (TBM), or related disciplines within the Financial Services industry.
- Proven experience supporting large-scale technology organizations with financial planning, governance, and portfolio oversight.
- Deep expertise in financial reporting and planning processes.
- Deep expertise in budgeting, forecasting, cost control, and financial management.
- Experience managing technology budgets, project portfolios, and financial performance across multiple programs and initiatives.
- Deep expertise in cost allocation methodologies and governance frameworks.
- Strong experience delivering executive-level reporting, management commentary, and presentations.
- Strong financial modeling, business case development, and portfolio financial management experience.
- Strong knowledge of banking financial systems, controls, governance frameworks, and regulatory environments.
- Banking and/or Capital Markets industry experience required.
- Excellent communication, stakeholder management, and influencing skills.
- Bachelor's degree in Finance, Accounting, STEM, or related field.
Technical Skills - Advanced Excel skills including financial modeling, large dataset analysis, forecasting, automation, and reporting.
- Strong data visualization, executive storytelling, and dashboard development capabilities utilizing Power BI and PowerPoint.
- Strong hands-on experience with Apptio (Technology Business Management platform).
- Experience with PPM/CAPPM tools (e.g., Clarity, Planview) for project and portfolio financial management.
- Experience with PeopleSoft, SmartView, and MARS financial systems.
- Experience with Visio and enterprise reporting platforms.
Preferred Qualifications - MBA and/or CPA.
- Experience supporting CIO, CTO, Infrastructure, or Enterprise Technology organizations.
- Experience with finance transformation, cost optimization, and TBM maturity initiatives.
- Experience supporting contractor optimization, resource planning, and technology investment governance.
