Candidate MUST be a WI resident or willing to relocate to WI prior to starting the role at their own expense. Local candidates preferred. This position is currently remote. However, position status is subject to change. (90% remote 10% onsite as needed) Onsite work is not likely, but candidate should be prepared to come onsite if required.
The business analyst is responsible for ensuring our development teams have complete and accurate business requirements, our business partners have considered their needs vs. their wants in their projects and ensuring quality control by testing web applications, reports etc. that have been developed in the CCCW section with the Department of Children and Families (DCF) with the state of Wisconsin.
The business analyst is also expected to provide excellent customer service by driving and facilitating, JAD sessions, demos, feedback loops, and UAT testing processes with the customer. The individual coming into this role must have strong communication skills and be a team player because they will be working so closely with the entire technical project team and will be involved with business area partners.
Knowledge of DCF programs, prior experience with the Wisconsin CARES system and familiarity with State of Wisconsin application systems, procedures, and development standards is highly preferred.
The individual in this position will:
- Responsible for leading and facilitating the communication with IT staff, business customers and other stakeholders from a wide array of backgrounds, implementation services, and support services to assist in the development, implementation and support of business intelligence.
- Ability to document and speak competently to business objectives, gaps, needs and problems. Once documented, can leverage the knowledge and materials to help the IT team devise product and process solutioning that can be delivered to meet the defined needs of the business users. Works closely with the business users to document business processes. Focuses on specific business user needs such as how data is to be summarized, used in day-to-day operations and formatted in reports and dashboards.
- Assists the IT team in the creation of ad hoc documentation, including but not limited to; enhancement business requirements, charter contributions, process mapping, data flow diagrams, issue papers, options documents, report/dashboard requirements, requirement traceability matrixes, security assessments, user stories, acceptance criteria, wireframes, source to target mappings and other documents as assigned.
- Understands business objectives and problems, identifies alternative solutions, performs feasibility studies and cost/benefit analysis of alternatives in support of enterprise-wide business intelligence. Manages the balance between business requirements and user expectations. Strives for a deeper understanding of our customers business drivers.
- Uses extensive experience as a liaison between users and technologists to drive requirements into design.
- Analyzes user requirements, procedures, and problems to automate processing or to improve existing processes: Confers with personnel of organization unites involved to analyze current business procedures, identify issues, and learn specific business requirements, such as how data is to be summarized, and formats for reports.
- Works with the team lead and manager to determine a detailed and prioritized list of objectives and activities for current and future projects.
- Responsibilities include project work enhancing existing/new processes through data sharing, configuration, report writing and metrics.
- Troubleshoot and resolve issues efficiently. Identify potential technology improvements to be leveraged in support of the business. Assist in the creation and maintenance of test plans. Participate in special projects as required.
- Demonstrates ability to manage competing priorities across multiple efforts at varying stages within the development lifecycle; keep up with fast-paced schedules; and learn new technologies quickly and effectively. Independently performs a variety of complicated tasks and relies on experience and judgment to plan and accomplish goals.
- Works independently and with team members to understand database structure, business process and the correlation between the two. Comfortable in a complex data environment and understanding of data structures.
- Ability to convey work and results to a wide variety of internal and external stakeholders from both technical and non-technical backgrounds.
Required Skills:
- Expert SQL skill/ability to navigate and query a relational database - Please don t submit candidate without SQL experience (5 + years)
- Candidate should be able to work on multiple projects per business priority
- Looking for a strong practitioner with experience in business requirements elicitation and documentation (8 years), data mapping and data analysis (7 years), requirements verification, creating use cases, process flow diagrams, reporting and quality assurance as primary job responsibilities.
