Job Title: Business Systems Analyst

Location: Austin, TX (Hybrid)

Overview

Understands business objectives and problems, identifies alternative solutions, and performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or improve existing computer systems. Confers with personnel across organizational units to analyze current operational procedures, identify problems, and gather specific input/output requirements (data input forms, summarization rules, report formats). Writes detailed descriptions of user needs, program functions, and the steps required to develop or modify computer programs. Reviews system capabilities, specifications, and scheduling constraints to determine feasibility of requested programs or changes.

Key Responsibilities

  • Assist in development of project documentation based on Client requirements and support development of application online help. Conduct requirements gathering with non-technical Subject Matter Experts to understand business processes and program requirements. Create Use Cases, flow charts, acceptance criteria, and other documentation for system enhancements. Analyze new and existing business processes to determine impacts of modifications. Serve as a technical expert working with both non-technical and technical stakeholders to ensure clear communication throughout the Software Development Life Cycle. (30%)
  • Ensure design complies with HHSS standards. (5%)
  • Perform necessary testing of assigned programs, including generating test data, writing test scripts/execution sequences, examining test results, debugging errors, and using current development methods and established standards (including testing standards) to ensure application quality and maintainability. (25%)
  • Provide status reports on enhancement activities and issue resolution. Notify manager and technical lead of critical issues affecting system service delivery. Attend status meetings and update developers, business analysts, DBAs, and project managers on progress. Regularly update assignments via a ticketing system and communicate with technical and non-technical staff by email, phone, and formal presentations about system functionality, data collection, and related technical issues for internal and external stakeholders. (25%)
  • Facilitate knowledge transfer to eliminate single points of failure through one-on-one discussions, group sessions, system documentation reviews, and preparation of documentation illustrating system architecture, workflows, and dependencies. Update supervisors and stakeholders with recommended implementation strategies and solutions. (15%)

Candidate Skills and Qualifications

Minimum Requirements (Required)

  • Minimum 5 years relevant experience.
  • Experience with Medicaid claims processing.
  • Experience understanding business objectives, identifying alternative solutions, and performing cost/benefit analysis.
  • Experience reviewing, analyzing, and evaluating user requirements, operational procedures, and problems to automate processing or improve computer systems.
  • Experience writing detailed descriptions of user needs, program functions, and steps to develop/modify programs.
  • Experience analyzing and documenting input/output requirements, including data input forms, summarization rules, and report formats.
  • Experience with Azure DevOps and generating wireframes.
  • High level of logical and analytical ability.
  • Highly developed oral and written communication skills.
  • Strong interpersonal skills to work effectively with others, motivate employees, and elicit work output.
  • Knowledge of IT industry trends and ability to relate them to the organization.
  • Knowledge of architectural concepts, principles, and tools relevant to infrastructure, information, applications, and organizational structure.
  • Knowledge of emerging technologies and tools, techniques, and practices for protecting the integrity of corporate data and processing; familiarity with company technology practices, standards, and procedures.
  • Knowledge of solution delivery using Agile or Scrum methodology.

Preferred (Not required)

  • 2 years experience with the Texas Client Project Delivery Framework and document templates.
  • 2 years familiarity with the company s information architecture and information management methodologies.
  • 2 years familiarity with existing and planned software technology and global, regional, and local software architecture and infrastructure components.
