Technical Specialist – Expert (Oracle PL/SQL, Azure Synapse, Medicaid Reporting)

We are seeking a Technical Specialist – Expert with strong expertise in Oracle PL/SQL and Azure Synapse Analytics to support Medicaid reporting and data solutions for NCFAST.

This role will focus on designing, developing, and maintaining reporting systems and data models, working closely with business and technical teams to support enhancements, reporting needs, and defect resolution.

Additionally, the consultant will contribute to cloud-based data platforms and DMV POS system integration, ensuring secure and efficient system operations.

 Key Responsibilities

• Design, develop, and maintain Medicaid reporting solutions and semantic data models
• Work with business teams to analyze requirements and implement reporting enhancements
• Develop and optimize Oracle PL/SQL code and database solutions
• Build and manage data warehouse solutions and ETL processes
• Develop data analytics solutions using Azure Synapse (SQL pools, pipelines, Spark)
• Create and maintain Power BI dashboards and reporting visualizations
• Support data validation, defect resolution, and backlog enhancements
• Lead and mentor developers on data integration, ETL patterns, and best practices
• Collaborate with vendors and internal teams for system integration and operations support

 Required Skills & Experience

• 5+ years of experience in:
  • Oracle PL/SQL development
  • SQL scripting and relational database design/modeling
  • Data warehouse design and ETL processes (OWB/ODI preferred)
• Strong expertise in:
  • Azure Synapse Analytics (SQL pools, pipelines, Spark)
  • Data analytics and reporting solutions
• Experience with structured system development methodologies (SDLC)
• Ability to manage complex technical tasks independently
• Strong communication and stakeholder collaboration skills

 Preferred / Highly Desired Skills

• Experience with Business Intelligence tools (BIRT, Business Objects)
• Experience with IBM Curam framework (Medicaid systems preferred)
• Knowledge of data warehouse architectures and reporting systems
• Strong SQL optimization and performance tuning skills
• Experience with:
  • Python / PySpark / SparkSQL (Azure Cloud)
  • Power BI dashboard development

Work Requirements

• Must be a local candidate to North Carolina
• Must be able to work onsite as needed (Hybrid model)

 Nice-to-Have Experience

• Exposure to DMV POS systems or government platforms
• Experience in Medicaid or public sector environments
• Leadership experience mentoring junior developers
