The Dynamics developer will be responsible for supporting this environment and enhancing this solution in support of the agency’s activities and support various health program areas and Emergency Operations Center (EOC) when activated.
  • Emphasis will be placed on supporting and enhancing solutions within the Dynamics online platform to meet customer business needs and problem resolution in a team environment. This position will also work with program area staff to maintain, update, and create forms, flows, data entities, integration, dashboards and package deployments following IT security policies and standards.

The team will ensure systems are set up following industry’s best practices to ensure strategic initiatives and compliance with federal and state regulatory laws and ensure business continuity.
  • This position will be a part of the team responsible for supporting Microsoft Dynamics and Power platform. They will also be involved with supporting the day-to-day operations.

Daily Duties / Responsibilities:

  • Emphases for the Web/Internet candidate will be support of our Office 365 Government G5 Dynamics and power platform to support existing systems and other Health solutions.
  • Specific duties and responsibilities will include but are not limited to the following:
  • Design, develop, and implement scalable business solutions using Microsoft Dynamics 365 and the Power Platform (Power Apps, Power Automate, Power BI, Dataverse).
  • Build and maintain model-driven and canvas applications, including advanced configuration of forms, views, dashboards, and business process flows.
  • Customize and extend Dynamics 365 applications (Customer Service, Field Service, Finance & Operations) to meet complex business requirements.
  • Develop and implement C# plugins, custom workflows, and JavaScript-based form scripting to support advanced business logic.
  • Architect and manage Dataverse data models, including entities (tables), relationships, and data structures aligned with enterprise standards.
  • Design and implement end-to-end automation solutions using Power Automate, including approvals, integrations, and event-driven workflows.
  • Integrate Dynamics 365 and Power Platform solutions with external systems (Azure Functions, REST APIs, SharePoint, SQL, ERP/CRM systems, and third-party services).
  • Lead and support data migrations, system integrations, and API development, ensuring data integrity and performance optimization.
  • Configure and enforce security models, including role-based access, field-level security, and compliance with organizational and regulatory standards.
  • Manage Application Lifecycle Management (ALM) processes, including solution design, version control, deployment, patching, and environment promotion (Dev/Test/Prod).
  • Develop and deploy custom solution packages and manage environment configurations across Dynamics 365 and Azure ecosystems.
  • Monitor, troubleshoot, and optimize application performance, ensuring high availability, scalability, and reliability.
  • Collaborate with business stakeholders to gather requirements, translate them into technical solutions, and align with strategic objectives.
  • Provide technical leadership and mentorship to developers, functional consultants, and project teams.
  • Support production environments, including issue resolution, enhancements, and post-go-live optimization.
  • Develop and maintain Power BI dashboards and report solutions to support operational and executive decision-making.
  • Ensure adherence to IT governance, development standards, and security best practices (CIS, NIST, organizational policies).
  • Maintain comprehensive technical documentation, including system architecture, configurations, procedures, and support guides.
  • Assist in designing enterprise system architectures that align with long-term business and technology strategies.
  • Monitor system usage, analyze performance metrics, and recommend continuous improvements.
  • Support and administer integrations within Microsoft 365 (including GCC environments), ensuring proper access controls and data governance.
  • Participate in cross-functional collaboration to design holistic solutions that integrate multiple systems and business processes.
  • Serve as a subject matter expert (SME) for Dynamics 365 and Power Platform technologies across the organization. Ability to plan, organize, review, implement associated project milestones to completion. Assist with development of policies and procedures to conform and comply with agency standard cyber security policy design related to information risk management, designation of data as to criticality, confidentiality, and protection. (NIST 800-53, FISMA, SC InfoSec Requirements , etc.)
  • The position will be utilized for 40 hours per week for the duration of this project. The selected candidate should be able to work flexible hours where it may be necessary for work to be completed outside traditional business hours.
  • The candidate will work closely with the Assigned Section Manager to identify, prioritize, and schedule workload and implement IT standards and procedures. The candidate will work closely with customers and subject matter experts for the system design and testing.
  • This will also include compliance to DPH security policy/procedures as well as integrating systems when possible, to streamline staff workflows, user security, and data correction.
  • Module support of the project.
  • DPH will require that selected personnel sign the DPH confidentiality agreement and/or Business Associate (BA) agreement if applicable. All web services must be secure.
  • DPH will not accept any offers including an “up-lift” charge. The rate paid per consultant must not exceed the maximum rate established for this position described in the State contract terms.
  • Contractors must be onsite during each week throughout the term of the contract.
  • Follow agency IT Standards, policies, and procedures to include documentation.
  • All source code (compiled and un-compiled) will become the sole property of the South Carolina Department of Public Health. Any source code, data, product, or functionality resulting from this SOW or previously owned/developed by DPH will remain the sole property of DPH and is not to be incorporated into the core product of any vendor's application. Any modifications and interfaces developed under said contract will not be used by the contractor for any independent project of the contractor or published or publicized by the contractor without written permission of DPH.
  • DPH has the final say on all programming choices.

Payment Schedule:

  • All timesheets shall be entered and approved in a timely manner per State contract terms. The State will not pay any extra costs (i.e. Travel, employee benefits, insurance, room and board, etc.) for temporary employees under this contract.

DPH Support:

  • DPH will provide:
  • All required information including formulas, data, and mechanisms to check output.
  • Staff to assist with any application or data questions.
  • Conference rooms and scheduling for any application demos.
  • Workstation and required software.
