The Washington Metropolitan Area Transit Authority (WMATA) is seeking proposals to provide key staff augmentation resources for backfilling WMATA IT Full-Time Employees (FTEs) who support Accounting, Finance, Human Resources, Timekeeping Management, and other related operations. These roles will be temporary contract positions to support daily operations during the lifecycle of a major ERP System upgrade initiative for the anticipated period of 18 months.

This procurement is for backfilling one FTE who supports WMATA''s Asset Management Systems (AMS) office in the capacity as the MMMS (3MS) Solution Architect.

Background information/Scope of Services)

Digital Modernization Enterprise Application (DMEA''s) Asset Management Systems Program (DMEA/AMS) provides WMATA stakeholders with a comprehensive set of applications to manage WMATA''s physical assets. The supported business functions include Materials and Maintenance Management (MMMs), Product Lifecycle Management, and Enterprise Content Management (ECM). These activities are significantly influenced by the standards and policies of the Federal Transit Administration (FTA), particularly its State of Good Repair program.

Furthermore, DMEA/AMS customizes solutions using COTS products to meet business needs. DMEA/AMS staff support the systems described above from an operations and maintenance perspective. They also manage and/or support various related efforts by enhancing current functionality to meet changing business requirements, upgrades, integrations, as well as external requirements such as State of Good Repair and Corrective Action Plans arising from audit findings.

Maximo, WMATA''s Enterprise Asset Management system, tracks planned and unplanned maintenance activities, including labor and materials. Maximo also is used as the initial catalyst for the supply chain process, where material usage and reservations drive the demand process. Maximo currently hosts over 400,000 assets and has over 17 million work order records. Maximo is integrated with various enterprise systems such as Windchill, PeopleSoft, and the Safety Measurement System, using different integration methods, including Service Oriented Architecture.

Additionally, DMEA/AMS manages other critical asset management applications such as Bentley Optram for linear rail assets, Fleetwatch for bus fluid and mileage, as well as Power Pick Global (PPG) for the management of various vertical storage devices in WMATA storerooms. All three applications are integrated with Maximo.

The period of performance shall include a six-month base period and a one year option period. WMATA reserves the unilateral right to exercise the option period, in whole or in part. Exercise of the option is not guaranteed and is contingent upon continued need, contractor performance, and availability of funding.
