Summary

Role Overview
The Senior Project Manager will lead and oversee large-scale, complex IT modernization initiatives for the Firearms Information Technology Systems Modernization (FITSM) project. This role is responsible for end-to-end project governance, strategic planning, PAL Stage 3–4 execution, and stakeholder alignment.
Key Responsibilities

Lead planning and execution of large, complex IT projects aligned with Project Approval Lifecycle (PAL) requirements
Oversee project readiness, implementation planning, and transition to execution phases
Manage full project lifecycle including scope, schedule, cost, quality, and risk
Develop and maintain detailed project schedules using Microsoft Project
Drive Solution Integrator (SI) RFP development and onboarding activities
Provide strategic oversight and guidance to project teams and stakeholders
Manage legislative-driven changes using formal change control processes
Ensure compliance with governance frameworks and state-level regulatory requirements
Lead risk, issue, and escalation management processes
Produce executive-level reports, status updates, and decision support materials
Coordinate cross-functional teams including technical, business, and vendor stakeholders

Required Qualifications

Bachelor’s degree
PMP Certification (mandatory)
Minimum 7+ years of project management experience, including:
- 4+ years as Senior Project Manager on large/complex IT projects
Minimum 5+ years managing project schedules using MS Project
Experience managing 3+ large IT projects ($10M+) through PAL approval
Strong expertise in project governance, budgeting, and stakeholder management

Preferred Qualifications

Master’s degree
8+ years of project management experience
Experience with California state PAL process and public sector IT modernization
Experience with large-scale system transformation and legacy modernization
