Position Overview

 

We are seeking an experienced Program Manager to lead the implementation of Oracle PPM (Project Portfolio Management) and Grants Management for a large, complex organization operating in both the healthcare and higher education sectors. This is a client-facing, coordination-heavy role that requires deep familiarity with Oracle Grants functionality, strong stakeholder management skills, and the ability to drive project momentum across multiple workstreams.

The ideal candidate will serve as the primary liaison between business owners, process owners, functional analysts, and the systems integrator, ensuring the implementation stays on track, decisions are made in a timely manner, and the delivered solution genuinely reflects the needs of the organization.

 

Key Responsibilities

  • Oversee end-to-end delivery of the Oracle PPM and Grants Management implementation across healthcare and higher education business units.
  • Represent the voice of business owners and process owners throughout all phases of the project, including design, build, testing, and go-live.
  • Coordinate with and provide oversight of the systems integrator, reviewing implementation decisions, design recommendations, and configuration choices against best practices and organizational requirements.
  • Apply working knowledge of Oracle Grants to evaluate and challenge functional recommendations, ensuring alignment with compliance requirements and operational realities.
  • Facilitate and track requirements gathering sessions, design workshops, and sign-off activities with cross-functional stakeholders.
  • Monitor and drive resolution of open decisions, action items, risks, and issues across all project workstreams.
  • Maintain project schedules and status reporting; escalate blockers proactively to keep the project on track.
  • Coordinate testing activities (SIT, UAT) including preparation of test scenarios, stakeholder participation, and defect resolution tracking.
  • Serve as a single point of coordination between business stakeholders, the SI team, functional analysts, and IT leadership.
  • Ensure project governance practices are followed including change control, documentation standards, and stakeholder communication.

 

Required Qualifications

  • 8+ years of project or program management experience, with a focus on enterprise ERP implementations.
  • Demonstrated experience managing Oracle Fusion or Oracle Cloud implementations, specifically Oracle PPM and/or Grants Management modules.
  • Solid functional understanding of Oracle Grants, including award management, budget controls, billing, and compliance requirements specific to sponsored programs.
  • Proven experience working in or alongside healthcare and/or higher education environments.
  • Strong track record of managing systems integrator relationships and holding SI teams accountable to scope, quality, and timelines.
  • Ability to interpret functional and technical design decisions and evaluate their business impact.
  • Excellent stakeholder management skills with experience working with C-level sponsors, process owners, and end users simultaneously.
  • Proficiency with project management tools (e.g., MS Project, Smartsheet, Jira) and documentation standards.
  • PMP certification or equivalent preferred.

 

Preferred Qualifications

  • Prior experience working as a program manager representing the client's interests.
  • Familiarity with federal grant compliance requirements (e.g., Uniform Guidance, NIH, NSF award terms).
  • Experience coordinating across matrixed organizations with multiple business units and shared services functions.
  • Background in Oracle EBS to Fusion migrations is a plus.
