Role Summary
The IT Technical Lead will be responsible for leading the end-to-end technical implementation of an Energy Management System (EMS) for Electric Transmission operations. This role acts as the primary technical authority bridging Transmission Operations, SCADA/OT systems, and enterprise IT platforms, ensuring a secure, reliable, and compliant EMS deployment aligned with NERC CIP and utility operational standards.
Role Summary
The IT Technical Lead will be responsible for leading the end-to-end technical implementation of an Energy Management System (EMS) for Electric Transmission operations. This role acts as the primary technical authority bridging Transmission Operations, SCADA/OT systems, and enterprise IT platforms, ensuring a secure, reliable, and compliant EMS deployment aligned with NERC CIP and utility operational standards.
Key Responsibilities
EMS & Transmission Systems Leadership
- Lead the technical design and implementation of EMS components including:
- SCADA
- Network Applications (State Estimation, Contingency Analysis, OPF)
- A Alarms, Historian, and Visualization
- Ensure EMS solution aligns with Transmission operational requirements, reliability standards, and real-time performance needs.
- Act as the technical escalation point for EMS-related issues across design, build, testing, and cutover phases.
Architecture & Integration
- Support Architect to define end-to-end EMS technical architecture including:
- EMS vendor platforms (e.g., GE, Siemens, ABB/Hitachi)
- Substation data sources, ICCP links, and RTIEDs
- Integration with OMS, DMS, Planning tools, Data Lakes, Market systems and other relevant interfaces (as applicable)
- Lead system interfaces, data flows, and real-time integrations between OT and environments.
- Ensure high availability, disaster recovery, and failover designs meet utility standards.
Delivery & Execution
- Own technical delivery across EMS lifecycle phases:
- Requirements validation
- Detailed design
- Build and configuration
- System Integration Testing (SIT)
- Factory & Site Acceptance Testing (FAT/SAT)
- Cutover and Go-Live support
- Coordinate technical activities across vendors, system integrators, and internal IT/OT teams.
- Review and approve technical deliverables, designs, and configuration artifacts.
Cybersecurity & Compliance
- Ensure EMS implementation complies with:
- NERC CIP requirements
- Utility cybersecurity and access control policies
- Network segmentation and secure data exchange standards
- Partner with cybersecurity teams on threat modeling, vulnerability management, and audit readiness.
Stakeholder & Team Leadership
- Serve as the primary technical interface with:
- Transmission Operations
- Protection & Control
- OT Engineering
- Cybersecurity and Infrastructure teams
- Mentor and guide technical team members including EMS engineers, integration specialists, and developers.
- Support change management and operational readiness activities.
Required Qualifications
Education
- Bachelor’s degree in Electrical Engineering, Computer Engineering, Information Systems, or related field.
Experience
- 8–12+ years of experience in utility IT/OT systems with direct EMS implementation experience.
- Strong understanding of Electric Transmission operations and real-time grid control.
- Hands-on experience with at least one major EMS vendor platform (GE, Siemens, ABB/Hitachi,OSI).
- Proven experience leading complex, multi-vendor utility system implementations.
Technical Skills
- EMS/SCADA architecture and configuration
- Real-time data protocols (ICCP, DNP3, IEC 61850)
- High availability and disaster recovery architectures
- Unix/Liation, and EMS infranux, virtualizstructure stacks
- Systems integration and data flows
- Cybersecurity principles for critical infrastructure
Soft Skills
- Strong technical leadership and decision-making ability
- Excellent communication with both operational and IT stakeholders
- Ability to operate under high-availability, mission-critical environments
- Structured problem-solving and risk management mindset
Preferred / Nice-to-Have
- Prior experience with Transmission Control Centers
- NERC CIP certification or audit experience
- Agile or hybrid delivery experience in utility programs
- Experience with cloud or hybrid architectures supporting EMS adjacencies (analytics, data platforms)
