Archon Resources is seeking a senior business analyst for a long-term contract engagement. Our client is undertaking a comprehensive, multi-year modernization initiative to replace aging legacy systems—including retiring an entire platform—and transition to a unified, cloud-native environment.
This effort centers on building a modern Azure-hosted pension administration system that integrates seamlessly with the member portal and the employer portal. This client serves a large and diverse membership of over 210,000 employees and retirees across more than 600 school districts, career tech centers, colleges, and universities, making it the largest of Oklahoma’s six state pension systems. The modernization responds to longstanding challenges such as fragmented workflows, manual processes, limited scalability, and stability issues in legacy technologies. The initiative introduces a modern stack—Angular, REST APIs, Azure SQL Managed Instances, Azure Function Apps, Power BI, a document management and process automation solution (pending platform evaluation and alternatives)—to support scalable, secure, and efficient operations.
Current state:
-Legacy systems moved from on-premises hosting to Azure cloud migration in May 2024
-Member portal modernized in July 2025
-All IS resources support legacy systems while simultaneously building modernized ones
-Project charter and Software Development Life Cycle established and in practice -Environment and foundation for modern applications defined and nearing completion

-All work products belong exclusively to the client.
Requirements
Process Analysis and Documentation
-Engage with business units to understand operational workflows, pain points, and improvement opportunities.
-Interface with technical resources, such as Development or IT staff, to understand and translate technical requirements.
-Document current state processes using clear, structured methods such as process maps, swimlane diagrams, and workflow charts.
-Facilitate discussions to define future state processes aligned with organizational goals.
Requirements Gathering and User Story Development
Translate business needs into detailed functional requirements, acceptance criteria, and Azure DevOps work items/user stories.
-Ensure requirements are complete, consistent, testable, and aligned with business priorities.
-Collaborate with product owners, developers, and stakeholders to refine and validate requirements.
Testing and Quality Assurance
-Develop test plans, test scripts, and step-by-step testing instructions for functional and user acceptance testing.
-Execute functional testing of user stories in Development and Test environments to validate solution accuracy and readiness.
-Document defects, track resolution progress, and verify fixes.
-Coordinate, support, or lead user acceptance testing (UAT) sessions with business stakeholders.
Stakeholder Collaboration and Communication
-Serve as a liaison between business units and technical teams to ensure shared understanding and alignment.
-Communicate project updates, risks, and issues clearly and proactively.
-Support change management activities by contributing to training materials, documentation, and user guidance.
