Summary

Role: Senior PeopleSoft HCM Systems Analyst - CAPPS HR/Payroll (State of Texas Experience Required)

Location: Austin, TX (Hybrid)

Duration: Long Term

Responsibilities:
  • Performing highly advanced (senior-level) consultative services and functional assistance work related to supporting the CAPPS Program.
  • Responsible for functional CAPPS HR/PY tower expertise, including, but not limited to:
    • Workforce Administration
    • Payroll Interface
    • Commitment Accounting
    • Time and Labor
    • TAM/CG
    • HR Security Set-up and row-level security
    • Interpret and apply state statutes, HR policies, and labor regulations
  • Responsible for ensuring CAPPS adheres to the Family Medical Leave Act (FMLA), including, but not limited to:
    • Defining and refining FMLA plans and entitlements
    • Customizing appropriate leave types
    • Ensuring module integration with Payroll and the Time and Labor modules
    • Assisting with compliance reporting and auditing
  • Responsible for providing functional support for the CAPPS HR/PY applications, and shall be a point of contact for CAPPS agencies as applicable.
  • Responsible for the CAPPS HR/PY functional design phase, which includes creating and/or reviewing Functional Design Documents (FDDs), performing functional configuration system changes, and other functional activities assigned. Functional configurations include, but are not limited to, PeopleSoft delivered features (e.g., Page and Field Configurator, Drop Zones, Event Mapping, Page Composer, and others).
  • Responsible for functional configuration skills, including, but not limited to:
    • Setting up tables (job codes, positions, departments, compensation, etc.)
    • Understanding HR business units, Set IDs, and Table structures
    • Configuring workflow (AWE-Approval Workflow Engine)
    • Creating queries using PS/Query and SAP Business Objects
  • Additionally, responsible for overseeing and coordinating AWE - Approval Workflow Engine, including but not limited to:
    • Workflow Configuration and Setup
    • User and Role Management
    • Notifications and Worklist Management
    • Monitoring and Troubleshooting
    • Customization and Extensibility
    • Performance and Maintenance
    • Testing and Documentation
  • Responsible for technical skillsets for applicable tools, including, but not limited to:
    • Understanding Application Designer (records, fields, pages, components)
    • Integration Broker (Web Services, REST/SOAP Integrations)
    • SQR and BI Publisher report customization
    • SQL Proficiency
  • Understanding of PeopleSoft security, inclusive of State of Texas multitenancy requirements
  • Planning, designing, developing, implementing, supporting, and maintaining the information technology security measures to safeguard system information.
  • Responsible for monitoring all batch jobs, including, but not limited to:
    • Tracking job schedules
    • Monitoring job execution
    • Detecting and responding to failures
    • Validating output
    • Managing dependencies
    • Performance tuning
    • Documentation
    • Proper communication and escalation
    • Ensuring compliance when schedules must be altered
  • Responsible for tools and environment knowledge, including, but not limited to:
    • PUM (PeopleSoft Update Manager) and Change Assistant
    • Fluid UI changes and page navigation
    • Lifecycle management and selective adoption
    • Elasticsearch/Search Framework
    • Data migration and compare reports
  • Responsible for cross-functional collaboration, including, but not limited to:
    • Strong problem-solving and troubleshooting
    • Ability to interpret the State of Texas HR policies into system configuration and code modifications
    • Requirements gathering for applicable break/fix or system enhancements
    • Documentation and testing (UAT, regression testing)
    • Incident management in systems like ServiceNow and BOSSDesk, with the ability to keep multiple systems synchronized with timely updates
    • Communication skills when working with policy personnel, other analysts, 100+ agencies, and our Managed Services Tier 3 vendor.
    • Understanding and accounting for interdependence on legacy systems (SPRS, HRIS, etc.).
    • Providing structured cross-training to support junior analyst capability growth.
    • Providing comprehensive training and support to agency personnel in accordance with established requests and organizational requirements.
  • Responsible for project-level coordination and participation, including, but not limited to:
    • Expansions that include additional module implementations or enhancements for agencies
    • Cyclic processes such as fiscal year-end, calendar year-end, 1095-C creation and distribution, State of Texas legislative changes, federal mandates, and third-party integrations.
    • Performs all duties following CPA's processes, policies, and procedures within project scope and on schedule in accordance with milestones, deliverables, and due dates.
  • Responsible for overseeing and coordinating the Fiscal Year-End, including but not limited to:
    • Planning, scheduling, and communicating
    • Reconciliations and Verifications
    • System Configurations and Maintenance
    • Mass Salary Loads as requested by agencies to assist with the large number of changes required.
    • Benefit Enrollment Web Services to ensure that we have successfully integrated with ERS to establish the correct benefit plans and premiums for the next fiscal year for state resources on CAPPS Central (over 100 agencies and 80,000 employees).
  • Responsible for coordinating the CAPPS Annual Disaster Recovery exercise with the Managed Services vendor in accordance with contractual obligations and timelines, including, but not limited to:
    • Define the test scope and objectives
    • Validate backups and data integrity
    • Execute the recovery procedures
    • Test integrated systems
    • Facilitate business user validation
    • Document results and deviations
    • Review and improve future disaster recovery plans
    • Provide compliance report
      • Provides Level 2 Service Desk support, including complex ticket handling, advanced troubleshooting, clear documentation, and basic system configuration, all following established, auditable processes in coordination with a Managed Services vendor responsible for Tier 3 work.
      • Responsible for ensuring that all digital products and content meet WCAG 2.1 accessibility standards. This includes maintaining perceivable, operable, understandable, and robust experiences for all users, regularly reviewing content for compliance, and implementing updates or remediation whenever accessibility issues are identified.
      • Works under minimal supervision, relying on experience and judgment to plan and accomplish goals, independently performing a variety of complicated tasks. Established processes and procedures must be followed.
      • Responsible for overseeing and acting as the first line of support to ensure that only accurate data is produced, security, including multi-tenancy, is enforced, that the system performs efficiently, and that all applicable policies are enforced.
      • Performs all work in accordance with Information Technology Infrastructure Library (ITIL) principles and practices for IT activities such as IT service management (ITSM) and IT asset management (ITAM) that focus on aligning IT services with the needs of the business.
      • Actively participates in CPA's Major Incident Management (MIM) process for P1 and P2 incidents according to module responsibilities.
      • Participates in Upgrade Testing activities.
      • Makes presentations at CAPPS User Groups and the CAPPS Steering Committee as requested.
      • Participates as directed in an annual SOC-1 attestation audit designed to ensure that controls are effectively designed and operated to ensure the accuracy and security of all information contained/processed via CAPPS. Any enhancements, process changes, or system fixes consider security, availability, processing integrity, confidentiality, and privacy as solutions are suggested, approved, and implemented.

Qualifications:

Required Qualifications
  • 15+ years of experience with State of Texas policies, procedures, and regulatory requirements.
  • 15+ years of experience with federal labor laws and their application in enterprise HR/Payroll systems.
  • 15+ years of hands-on technical experience with PeopleSoft App Designer, Integration Broker, SQR, SQL, BI Publisher, and SAP Business Objects.
  • 12+ years of experience performing PeopleSoft system configuration and change management activities.
  • 12+ years of experience supporting and overseeing batch processing operations, including Run My Jobs (RMJ).
  • 12+ years of experience implementing and supporting security best practices, NIST standards, and multi-tenancy requirements for statewide ERP environments.
  • 10+ years of Texas public sector experience, directly supporting or working with a network of 30+ Texas state agencies.
  • 10+ years of experience developing and managing strategic roadmaps through planning, stakeholder engagement, and cross-functional collaboration.
  • 10+ years of experience supporting CAPPS HR/Payroll (HR/PY) within PeopleSoft HCM 9.2 environments.
  • 10+ years of experience utilizing and supporting PeopleSoft Update Manager (PUM), Fluid User Interface, and Elastic Search.
  • 10+ years of experience performing functional project management activities in support of the CAPPS Program.
  • 10+ years of experience planning and coordinating statewide Fiscal Year-End processing activities.
  • 10+ years of experience providing Tier 2 Service Desk Support for large multi-agency environments while coordinating with Managed Services vendors providing Tier 3 support.
  • 10+ years of experience managing and supporting Priority 1 and Priority 2 incidents in accordance with Major Incident Management (MIM) processes.
  • 10+ years of experience participating in and supporting Disaster Recovery (DR) exercises.
  • 10+ years of experience preparing and delivering executive-level presentations and communications.
  • 10+ years of experience gathering, analyzing, and presenting data for audits, compliance reviews, and open records requests.
  • 10+ years of experience interpreting contractual requirements and ensuring vendor compliance with contractual obligations.
  • 8+ years of experience performing SQL activities to maintain synchronization between CAPPS and SPRS systems.
  • 8+ years of experience serving as a Subject Matter Expert (SME) for FMLA compliance, including system configuration and coding requirements.
  • 8+ years of experience preparing and distributing WCAG 2.1-compliant documentation and materials.
  • 3+ years of experience applying ITIL principles and practices in IT Service Management (ITSM) and IT Asset Management (ITAM).

Preferred Qualifications
  • 10+ years of experience supporting production operations and maintenance activities for CPA's legacy Statewide Financial Systems.
