Job Description Program Overview The Army National Guard (ARNG) Enterprise Network Operations and Cybersecurity Support (ENOCS) program delivers comprehensive enterprise IT infrastructure, WAN, cybersecurity, and associated services to the ARNG and its mission partners. The program supports more than 120,000 users and 141,000 endpoints across approximately 2,800 sites spanning 54 states and territories, enabling Title 10 and Title 32 missions, domestic emergency response operations, mobilization readiness, and classified SIPRNet operations.

Task 2 - Enterprise Applications Support - delivers engineering, operations, and sustainment of enterprise software applications and IT capabilities supporting more than 120,000 users and 141,000 endpoints across approximately 2,800 ARNG sites nationwide. This task area ensures mission-critical applications remain current, secure, and aligned with evolving ARNG requirements by integrating innovation, emerging technologies, and continuous improvement practices into application lifecycle management.
Position Summary ECS is seeking a Requirements Analyst - Journeyman to support the Army National Guard (ARNG) ENOCS program by contributing to the development and maintenance of critical enterprise application requirements. The selected candidate will play a pivotal role in ensuring that both functional and non-functional requirements are accurately captured, documented, and aligned with the mission objectives. This position is integral to the success of the broader enterprise program, providing essential support in refining backlogs, coordinating with stakeholders, and validating that delivered capabilities meet approved business needs.
Responsibilities - Develop and maintain comprehensive functional and non-functional requirements for enterprise applications.
- Assist in the creation and refinement of user stories and acceptance criteria to guide development efforts.
- Conduct change impact analysis to assess the implications of proposed modifications on existing systems.
- Collaborate with stakeholders to ensure alignment and clarity of requirements throughout the project lifecycle.
- Support backlog refinement activities to prioritize and organize tasks effectively within Agile or DevSecOps frameworks.
- Coordinate with development and testing teams to validate that delivered solutions meet documented requirements.
- Maintain traceability artifacts to ensure all requirements are tracked and managed throughout the project.
- Facilitate validation activities to confirm that delivered capabilities align with mission objectives.

- DoD 8140.03 Compliance: DoD Cyber Workforce Framework (DCWF) Work Role 641-Systems Requirements Planner at the Basic proficiency level
- Certifications (one or more required): CND
- Bachelor's degree or higher in Information Systems, Information Technology, Computer Science, Business Analysis, or related discipline, or equivalent experience.
- Minimum of 3-10 years of experience in requirements analysis, documentation, and traceability within DoD or Federal IT environments.
- Proven experience in developing and maintaining requirements and user stories for enterprise system initiatives.
- Demonstrated ability to coordinate with stakeholders and support validation activities in Agile or DevSecOps environments.
Desired Skills Desired Qualifications - Clearance: Active Secret preferred
- Agile or business analysis certifications such as Certified Scrum Product Owner (CSPO) or PMI Professional in Business Analysis (PMI-PBA).
- Experience with DoD or ARNG IT environments and familiarity with their specific requirements and processes.
- Strong analytical skills and the ability to conduct thorough impact analyses for proposed changes.
- Experience in coordinating with cross-functional teams to ensure project success.
- Knowledge of enterprise application development processes and best practices.
