Role Overview
We are seeking an experienced Senior Project Manager to lead transformation and innovation initiatives, including the implementation of a new Identity and Access Management (IAM) solution. This role is responsible for end-to-end project delivery, ensuring alignment with business objectives, on-time execution, and adherence to budget and quality standards. The ideal candidate has a background in IT project delivery within the security/IAM domain and experience with cross-functional technical teams.
Key Responsibilities
- Lead the full project lifecycle delivery from initiation through closure, ensuring projects are completed on time, within scope, and within budget.
- Drive strategic transformation initiatives, including identity lifecycle modernization and Zero Trust architecture adoption.
- Develop and manage project plans, timelines, resource allocations, and deliverables.
- Establish and enforce program management best practices, including governance structures and execution roadmaps.
- Lead large-scale system migrations, including legacy decommissioning and transition to modern platforms.
- Create and maintain project documentation, such as status reports, plans, and governance materials.
- Coordinate with clients and stakeholders to gather requirements, communicate progress, and manage expectations.
- Lead and mentor technical teams, including engineers and consultants.
- Identify, track, and mitigate risks, issues, and dependencies.
- Drive change management and communications to support infrastructure transitions.
- Facilitate workshops, align business and technical workflows, and support testing and cutover activities.
- Conduct post-implementation reviews to improve delivery effectiveness.
Required Qualifications
- Deep expertise in Microsoft Active Directory and Microsoft Entra ID.
- Experience designing and implementing IAM solutions, including integrations, provisioning, and access controls.
- Strong understanding of identity security and enterprise authentication models.
- Proven ability to lead and mentor technical teams.
- Bachelor's degree in Computer Science, IT, Engineering, or a related field (or equivalent experience).
Preferred Qualifications
- Experience with an Okta Implementation
- Knowledge of SAML, OIDC, SCIM, and advanced access control models.
- Experience with public sector or HHS/child support modernization programs.
- Familiarity with Control-M, API Management/Gateway, Azure SQL, or AWS RDS.
- Strong ability to translate technical concepts into business impact for executive audiences.
- 8+ years of experience in technical program/project leadership, data-driven decision-making, and product delivery.
- Certifications such as PMP, ScrumMaster, PMI-ACP, CISM, Azure/AWS, or DevOps are preferred.

- Experience with Jira/Azure DevOps, Confluence/SharePoint, Visio/Lucidchart, SQL tools, and Postman.

Compensation & Benefits
The anticipated pay range for this position is $50.00/hour to $62.00/hour. Please note that the final pay rate will be determined based on a variety of factors, including the candidate's experience, qualifications, and location.
