PeopleSoft HCM / CAPPS HR Functional Analyst

Job Title: PeopleSoft HCM / CAPPS HR Functional Analyst- Remote

Position Overview:

We are seeking a skilled Functional Analyst with strong experience in PeopleSoft HCM 9.2 HR modules and Texas statewide CAPPS environments. The ideal candidate will have deep knowledge of Texas public sector HR operations, federal labor regulations, and enterprise ERP support processes across a large multi-agency environment.

Key Responsibilities:

• Provide functional support for PeopleSoft HCM 9.2 HR module within CAPPS environments.
• Support Texas state agencies in alignment with applicable State of Texas policies and federal labor laws.
• Gather, analyze, and document business requirements and translate them into functional specifications.
• Ensure compliance with contractual obligations while coordinating and managing vendor deliverables.
• Develop WCAG 2.1-compliant documentation and ensure accessibility standards are met.
• Support data integration, data quality management, and SDLC processes across HR systems.
• Participate in CAPPS program functional project management activities and statewide initiatives.
• Support CAPPS Central production and expansion activities across 100+ agencies and multiple hub instances.
• Assist with issue resolution, testing, and production support activities in HR environments.
• Collaborate with technical teams to ensure data synchronization between CAPPS and SPRS systems.
• Support customer-facing activities related to CAPPS expansion and agency onboarding.

Required Experience:

• Extensive Texas public sector experience supporting or working with state government agencies.
• Strong hands-on experience with PeopleSoft HCM 9.2 HR module.
• Solid understanding of State of Texas HR policies and federal labor laws.
• Experience in interpreting contracts and ensuring vendor accountability.
• Experience working with data integration, data quality, and SDLC methodologies.
• Experience supporting CAPPS environments and large-scale ERP operations.
• Experience preparing WCAG 2.1-compliant materials and documentation.
• Experience supporting functional project management activities.
• Knowledge of ITIL principles including ITSM and ITAM practices.
• Experience supporting CAPPS Central production and multi-agency hub environments.

Preferred Experience:

• Experience supporting FMLA module within CAPPS, including tracking and administration of leave balances.
• Experience participating in fiscal year-end processing, including reorganizational and legislative changes.
• Experience supporting mass salary actions and HR bulk data processing activities.
• Experience writing functional specifications for legislative benefit enrollment programs and web service integrations.
• Experience performing SQL-based data synchronization between CAPPS and SPRS systems.
• Experience supporting legacy Statewide Financial Systems production environments.
• Experience supporting CAPPS expansion and agency onboarding initiatives.
