Job#: 3028226 Job Description: he ideal candidate brings a combination of hands-on data analysis, Medicaid program knowledge, and experience in Medicaid Data Warehouse systems or supporting large-scale system implementations or transitions.
Key Responsibilities1. Medicaid Data Analysis & Mapping
- Analyze Medicaid data domains including claims, encounters, eligibility, provider, and reference data
- Develop and validate source-to-target mappings across upstream systems (e.g., MCO submissions, MMIS, vendor systems) and the MDW
- Perform data profiling, reconciliation, and validation to ensure accuracy and completeness
- Support definition of business rules, transformations, and derived metrics
2. MMIS Reporting & Data Warehouse Support
- Support ongoing operations of the Medicaid Data Warehouse and reporting platforms (e.g., Cognos)
- Partner with stakeholders to define and refine reporting requirements and data models
- Assist in improving data accessibility, usability, and performance
3. System Implementation & Transition Support
- Support transition/takeover activities from vendor systems, including knowledge transfer and gap analysis
- Participate in system implementation lifecycle activities:
- Requirements gathering
- Functional and data analysis
- UAT support (validation of reports and data outputs)
- Collaborate with technical teams to ensure accurate translation of business requirements into data solutions
4. Operations & Issue Resolution
- Monitor and support daily data warehouse operations, including ETL/data pipelines and reporting jobs
- Investigate and resolve data issues, discrepancies, and production incidents
- Conduct root cause analysis and recommend corrective actions
5. Compliance & Governance
- Ensure alignment with CMS reporting requirements, HIPAA, and state data governance policies
- Support audit readiness and documentation of data lineage, mappings, and transformations
6. Documentation & Stakeholder Communication
- Produce clear documentation including:
- Business requirements
- Data mappings
- Data dictionaries
- Process flows
- Communicate effectively with business users, program teams, and technical teams
Required Qualifications- 8+ years of experience as a Business Analyst in:
- Medicaid / healthcare data environments
- Data warehouse or analytics platforms
- Strong understanding of Medicaid data domains, including:
- Claims and encounters
- Member eligibility
- Provider data
- Managed Care (MCO) data flows
- Experience supporting MMIS systems or Medicaid reporting environments
- Strong SQL skills for data analysis, validation, and troubleshooting
- Experience with data mapping, source-to-target design, and data validation
- Experience supporting system implementations, transitions, or large data initiatives
- Familiarity with cloud data platforms (AWS, Azure, etc.)
- Strong communication skills with ability to work across technical and business stakeholders
Preferred Qualifications
- Experience with Cognos or similar enterprise reporting tools
- Experience with vendor transition / system takeover scenarios
- Exposure to ETL tools (DataStage, Informatica, etc.)
- Prior experience working with State Medicaid agencies
