Summary
The IT Delivery Lead II for the Rx and Ancillary Portfolios is accountable for coordinating and driving the delivery of pharmacy technology initiatives from early planning through implementation, warranty, and closure. The role serves as the day-to-day delivery orchestration point across business stakeholders, application teams, architecture, testing, operations, finance, vendors, and portfolio leadership.
The position is expected to independently move work forward, maintain accountability across participating teams, identify and resolve delivery roadblocks, and provide clear recommendations when decisions or leadership support are required. The Delivery Lead II translates approved business scope into an integrated delivery approach with traceable requirements, resource commitments, estimates, milestones, governance evidence, and implementation readiness.
Core Responsibilities
Delivery Planning and Execution
• Lead project and release delivery from pre-planning and initiation through implementation, warranty, and closure.
• Create and maintain integrated work plans, milestones, dependencies, release schedules, and critical-path activities.
• Convert approved scope into team-level assignments, estimates, resource plans, testing commitments, and delivery timelines.
• Drive follow-up across participating teams and ensure commitments are completed without repeated prompting.
• Coordinate implementation planning, command-center activity, production validation, warranty monitoring, and transition to sustainment.
• Understand high level E2E project problem statement, value and solution to clearly articulate to leadership and other inquiring parties.
Governance and Deliverables
• Ensure required ITPP artifacts are identified, developed, reviewed, approved, and stored in the project SharePoint site.
• Coordinate BRD, RRTM, CAD/CA, PIA, test strategy, business-readiness, implementation, approval, and closure evidence as applicable to the release.
• Maintain PSR, RAID, decision, action-item, milestone, and approval records that provide audit-ready traceability.
• Prepare and facilitate milestone-readiness reviews and confirm that required approvers, technical leads, test leads, and business approvers are identified.
Financial and Resource Management
• Coordinate ROMs, refined estimates, resource forecasts, ETC/EAC updates, Planview allocations, funding requests, funding returns, and year-over-year cost planning.
• Monitor actuals and forecast performance against approved funding and recommend corrective action when estimates, scope, or timing change.
• Work with resource managers and delivery teams to secure named resources and hours aligned to the approved work plan.
• Present cost, schedule, and sequencing options so business and IT leadership can make informed decisions.
Cross-Functional Team Leadership
• Coordinate BA, architecture, technical delivery, testing, operational readiness, finance, and vendor partners.
• Clarify delivery roles, accountable owners, escalation paths, UAT approvers, and release-specific leadership assignments.
• Facilitate working sessions that resolve scope, dependency, estimate, design, testing, implementation, and operating-model questions.
• Coordinate internal and external partners while maintaining clear ownership for BCBSM deliverables and decisions.
Risk, Issue, and Dependency Management
• Identify delivery risks, assumptions, issues, actions, and dependencies before they affect the critical path.
• Develop practical mitigation options, establish owners and due dates, and escalate items requiring leadership support.
• Monitor vendor readiness, upstream and downstream dependencies, competing priorities, business decisions, and external mandate dates.
• Use evidence and team commitments to distinguish confirmed delivery facts from proposals, assumptions, and unresolved decisions.
Requirements, Architecture, and Testing Readiness
• Partner with Business and business SMEs to ensure capabilities and requirements are complete, precise, approved, and traceable.
• Engage technical leads early to identify impacted assets, integrations, consumers, data flows, security needs, and solution dependencies.
• Coordinate with test-lead on testing approach, timelines, execution and defect tracking/resolution.
• Ensure changes in scope or solution are reflected in estimates, work plans, architecture documents, the PIA, test scope, and governance artifacts for Business approval.
Stakeholder and Executive Communication
• Provide concise status, financial, schedule, risk, decision, and implementation-readiness reporting to project, portfolio, and executive stakeholders.
• Prepare leadership-ready summaries that explain business impact, delivery options, tradeoffs, risks, and recommended next steps.
• Lead or support recurring project meetings, portfolio updates, leadership touchpoints, working sessions, and post-production command centers.
• Maintain a common understanding of project scope, sequencing, ownership, dependencies, and expected outcomes.
