Title: Oracle Fusion functional expertise With SAP Concur Experience
Location: Washington, DC
Type: Contract
overview
This is a senior-level BA engagement tied to three active Oracle/SAP implementations at Client . At 2,400 hours (roughly 12–15 months full-time), it''''s a substantial project-based contract requiring someone who can sit at the intersection of Oracle Fusion functional expertise, SAP Concur configuration knowledge, and end-to-end change management delivery — not just documentation.
The three primary projects tell the story:
MetroTravel Phase I & II — likely a travel request/expense management platform built on SAP Concur (Request + Expense modules), possibly integrated with Oracle for approvals or vendor payments. The Phase II signal means this person must handle enhancement cycles, not just greenfield implementation.
Contractor Lifecycle Oracle (CLM) — Oracle Fusion-based contractor onboarding, credentialing, and offboarding workflows. This is a complex integration point between HR, Procurement, and potentially Facilities/Security.
Revenue Collection Facility Relocation — a supporting BA role, likely helping document process changes as physical and system workflows shift during the facility move.
Skills breakdown
The role splits into four competency zones:
Oracle Fusion functional BA — requirements gathering, gap analysis, workflow design for CLM and potentially MetroTravel integrations. Must know Fusion well enough to write functional specs that developers can act on.
SAP Concur configuration knowledge — specifically Request and Expense modules. Not a developer role, but the candidate must understand module behavior well enough to design data flows and troubleshoot UAT failures.
UAT leadership — designing test scripts, coordinating with business users, triaging defects, and owning sign-off. This is hands-on, not supervisory.
Change management & training — post-go-live documentation, user guides, and continuous improvement artifacts. Suggests the agency lacks internal capacity to absorb these systems without significant handholding.
What makes a strong candidate
The 5-year minimum is a floor, not a ceiling. The ideal profile is someone who has done BA work on at least one Oracle Fusion implementation (CLM, HCM, or Procurement modules) AND has touched SAP Concur in a functional capacity.
