--- Project Description ---
This Expert IT Specialist will support enterprise grantmaking
activities statewide through both the Statewide Financial
System and Agency-specific legacy systems. The consultants in
this title support State agencies and the public with work such
as configuring RFPs in an enterprise or agency-specific
systems, as well as assisting with contracts, progress reports,
payments, reporting, and prequalification, as well as testing and
reporting system defects and fixes in those systems. They
provide training and technical assistance on the systems to
State Agency staff and vendors. When needed, they assist
Grants Management leadership develop adjunct or different
systems to assist other State agencies, like the OCM eGrants
project.

--- Day-to-Day Tasks ---
1. Work with NY State agencies to develop and
implement new grant opportunities in the State's Grants
Management systems
2. Create and update documentation and develop training
courses for State Agency users and vendors.
3. Document, maintain, and validate business process
rules to improve efficiency and cross-training, allowing for
uniformity across State Agencies.
4. Test and implement new features and builds of web-
based statewide grant application and contract development
system.
5. Report bugs and defects in an easy-to-understand
manner and test proposed fixes of these defects.
6. Develop and edit functional specifications for new
features and improvements.

--- Required Qualifications ---
84 months experience in performing requirements gathering and
business analysis, producing written documentation of
requirements; system design and implementation.
60 months experience testing builds of a statewide enterprise IT
project, including defect reporting.
48 months experience as a government employee or public/private
consultant with detailed involvement in the area of government
grantmaking.
24 months experience configuring and deploying an industry
standard COTS grantmaking solution.
12 months experience working with an enterprise statewide
financial system
