SCOPE OF THE PROJECT:
The SCDHHS Bureau of Medicaid Systems requires an IT Healthcare Consultant-Development
Tools Administrator-Project Lead to support, configure, and operate the Atlassian tools being
used by the agency’s major software development and implementation projects. The IT
Healthcare Consultant-Development Tools Administrator-Project Lead will perform all aspects
of Atlassian tool deployment, configuration, customization, operations, monitoring, and
support, working with the hosting and infrastructure vendor as required.
Primary objectives:
· Provide Atlassian Product Expertise. Support to teams using Atlassian by providing consultation, workflow design, permission schema, global templates, etc. Deep knowledge (at least 5 years) of JIRA (cloud), Confluence, Bitbucket, including APIs and webhooks.
· Perform day-to-day platform configuration and maintenance, user and access management, workflow, scheme and template design.
· Experience in creation and management of automated tasks and scripting (JIRA Automation and ScriptRunner), including integration with other ticketing systems (Service Manager and Tiger Tracks)
· Experience with developing advanced JQL filters and custom dashboards
· Monitor and respond to incoming requests for configuration and assistance from users
· Ensure upgrades and updates to the Atlassian tools and add-ons are tested and implemented timely
· Develop, document, and follow standard processes, procedures, runbooks, etc. for operating the Atlassian tools, including change and incident management
· Identify opportunities to streamline and standardize the configuration of the tools; eliminate extraneous configurations; and maintain optimal performance
· Lead cloud migrations, instance consolidations, upgrades, and business continuity planning.
· Monitor system health, conduct audits, implement security policies, and maintain compliance in production environments.
· Evaluate and administer plugins, handle staging/testing/production rollouts, and assess app impact.
· Preferred experience with Atlassian Rovo.
· Experience with integration architecture, connecting Atlassian tools with CI/CD pipelines, ITSM systems, identity providers, and external reporting systems.
OBJECTIVES TO BE FULFILLED BY CANDIDATE:
The selected candidate will serve as the IT Healthcare Consultant-Development Tools
Administrator-Project Lead for the SCDHHS Bureau of Medicaid Systems, supporting the
Atlassian tools in use by the agency’s ongoing development and implementation projects,
including Jira, Confluence, Bamboo, Bitbucket, and related plugins/extensions/tools. SCDHHS
uses Atlassian tools for issue/enhancement tracking, task tracking, test tracking, requirements
traceability, technical and operational documentation, and code management.
Candidates for this position must be capable of performing all aspects of Atlassian tool
deployment, configuration, automation, integration, customization, operations, monitoring,
and support. This includes but is not limited to:
· Product installation and maintenance
· Regular version upgrades, following the agency’s change management processes
· Monitoring and incident response/communications
· End-user support and training, as needed
· Subject matter expertise for Atlassian tools and plug-ins
· Maintaining an awareness of the agency’s license agreements with Atlassian and notifying management of upcoming expiration/renewals
· Installing and configuring plug-ins/extensions
· Configuring the tools based on team needs
· Building and providing dashboards and reports
· Identifying opportunities for integration with other tools in use and performing that integration (notifications to Microsoft Teams, integration with Outlook, etc.)
REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):
· 5-year experience Jira administration, configuration, usage, and maintenance
· 5-year experience Confluence administration, configuration, usage, and maintenance
· 5-year experience configuring Atlassian products based on a business requirements document
· 2-year experience in creation and management of automated tasks and scripting
· 2-years Complex JQL filtering and custom dashboards
· 1 Successful migration or instance consolidation
· Familiarity with additional Atlassian tools: Bamboo, FishEye, BitBucket, Requirements traceability, Git Integration for JIRA, Xray – Test management
· 2-year experience implementing Jira and Confluence upgrades
PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE):
· Experience documenting processes and procedures, runbooks, etc.
· Experience configuring products based on a business requirements document
· Experience with application monitoring and alerting
· Experience in User Access Review to determine appropriate User roles and responsibilities
· Experience interacting with enterprise change management processes, including presentation to a Change Approval Board
REQUIRED EDUCATION:
Bachelor’s degree in a related field. Equivalent (4-years) related experience may be substituted for the bachelor’s degree.
REQUIRED CERTIFICATIONS:
No certification is required, however, relevant Atlassian certifications are preferred.
INTERVIEW PROCESS:
Interviews will be conducted by the Medicaid Systems Operations Manager and up to two
additional SCDHHS staff members.
Interviews will be conducted via Microsoft Teams. Local candidates are encouraged to
interview in-person.
Second interviews may be scheduled, if needed, and may include a writing exercise, presentation, or other exercise (advance notice and details will be provided).
