We are looking for a candidate with significant experience managing healthcare and laboratory technology projects, including enterprise Laboratory Information Management Systems (LIMS), Electronic Health Record (EHR) systems, and related healthcare applications. Candidates should have a strong understanding of healthcare interoperability standards, regulatory compliance requirements, and vendor-hosted enterprise solutions.

Provide end-to-end project management for vendor-supported healthcare and laboratory systems, including requirements gathering, solution design, implementation, testing, training, deployment, and post-production support.

Coordinate and manage software vendors, implementation partners, consultants, and internal County stakeholders throughout the project lifecycle.

Perform system administration and configuration activities for supported applications as required.

Lead business process analysis, requirements documentation, workflow reviews, and system configuration discussions with department staff.

Manage data conversion, system integration, interface development, and interoperability efforts between enterprise systems.

Coordinate testing activities, including unit testing, system testing, interface testing, user acceptance testing, and validation of production readiness.

Develop and maintain project plans, status reports, risk registers, issue logs, and executive communications.

Create and support custom reports and dashboards using tools such as Crystal Reports, SSRS, Power BI, or similar reporting platforms.

Provide user training, documentation, and knowledge transfer for business and technical staff.

Coordinate infrastructure and security requirements with County IT teams, including server provisioning, networking, identity management, backups, disaster recovery, and cybersecurity reviews.

Support production operations by troubleshooting issues, coordinating vendor escalations, managing system enhancements, and ensuring service continuity.

Ensure compliance with County policies and applicable healthcare regulations related to data privacy, security, records retention, and audit requirements.

7+ years of IT project management experience, with preference given to candidates with 10+ years.

Experience implementing, upgrading, or supporting LIMS, EHR, public health, behavioral health, or laboratory information systems.

Knowledge of healthcare data exchange standards including HL7, FHIR, CCD/C-CDA, and interface engine technologies.

Familiarity with HIPAA, HITECH, healthcare privacy and security requirements, and regulatory compliance standards.

Experience managing SaaS/cloud-based enterprise applications and vendor relationships.

Experience with data migration, system integration, user acceptance testing (UAT), validation testing, and production support.

Strong stakeholder management skills with both technical and non-technical audiences.

PMP certification and/or healthcare IT certifications are preferred.
