Systems Analyst 3 – CAPPS HR/Payroll Reports Analyst
Location: Remote (must be within the continental U.S.; occasional onsite travel may be required)

Job Summary
Seeking a senior Systems Analyst with strong PeopleSoft HCM reporting expertise to support HR/Payroll reporting, analytics, and functional operations. The consultant will develop, modify, and maintain reports, translate business requirements into technical solutions, support testing activities, and ensure data accuracy, security, and compliance.
Responsibilities
Develop and maintain reports using:
PeopleSoft Query Manager / Query Viewer
BI Publisher (XML Publisher)
PS Query expressions and complex joins
SAP Business Objects
Gather and analyze business requirements.
Translate business requirements into technical reporting specifications.
Work with business users and functional analysts to validate reporting logic and data accuracy.
Create and maintain report templates, layouts, and bursting setups.
Analyze PeopleSoft data structures, table relationships, keys, and effective-dated records.
Optimize report performance for large-volume datasets.
Support upgrades, patches, and releases through impact analysis and report remediation.
Ensure data security, role-based access, and privacy compliance.
Create documentation including report inventories, design specs, data dictionaries, runbooks, and test plans.
Participate in UAT and regression testing focused on data integrity and reporting accuracy.
Required Skills & Experience
Ø 8+ years supporting HR/Payroll reporting in PeopleSoft HCM 9.2.
Ø 8+ years of Texas public sector or state agency experience.
Ø Strong understanding of State of Texas policies.
Ø Experience preparing WCAG 2.1-compliant reporting materials.
Ø Experience designing and executing UAT and regression testing.
Ø Experience with data integration, data quality, and SDLC methodologies.
Ø Experience developing cross-module reports involving:
Ø HR
Ø Payroll
Ø Time & Labor
Ø Position Management
Ø Strong understanding of PeopleSoft HCM data structures, effective dating, and complex table relationships.
Ø 3+ years supporting CAPPS Central production and expansion activities.
Ø Knowledge of ITIL / ITSM practices.
Preferred Skills
Ø Experience supporting CAPPS fiscal year-end activities.
Ø Experience supporting CAPPS expansion efforts and customer-facing activities.
