Summary

Job Description

ECS is seeking a System Architect - SME to work in our Washington, DC - Hybrid office. Please Note: This position is contingent upon contract award.

ECS is seeking a System Architect Subject Matter Expert to serve as the principal technical authority driving the modernization and transformation of enterprise IT architecture at the U.S. Securities and Exchange Commission (SEC). As the SEC accelerates its adoption of AI, cloud services, and automation, this role is central to defining the technology roadmap that will reshape how the agency operates. You will lead architecture review boards, evaluate emerging technologies including AI/ML platforms and intelligent automation tools, and ensure all systems meet performance, security, and compliance requirements while enabling the SEC's data-driven mission.

This is not a maintain-the-status-quo role. You will be expected to champion modern architectural patterns-microservices, event-driven architectures, API-first design, and infrastructure-as-code-and drive the integration of AI capabilities into the SEC's operational environment. You will work closely with the SEC's AI Task Force and CETU to ensure infrastructure decisions support the agency's strategic modernization goals.

General Description of Benefits

Required Skills

  • 12+ years of progressive experience in enterprise systems architecture, with at least 5 years in a lead architect or SME role
  • Demonstrated experience leading technology modernization initiatives-cloud migration, legacy system decommissioning, or platform re-architecture
  • Expert knowledge across compute, storage, network, and cloud domains with the ability to design end-to-end solutions
  • Hands-on experience with AI/ML infrastructure-GPU compute, model serving platforms (SageMaker, Azure ML, or equivalent), and data pipeline architectures
  • Deep understanding of automation and orchestration tools (Terraform, Ansible, Puppet, or CloudFormation) and infrastructure-as-code practices
  • Experience with containerization and orchestration (Docker, Kubernetes, OpenShift)
  • Strong knowledge of federal compliance frameworks (FISMA, FedRAMP, NIST 800-53, Zero Trust Architecture)
  • Experience with API management, microservices architecture, and event-driven design patterns
  • Active Secret clearance or ability to obtain; U.S. citizenship required
  • Bachelor's degree in Computer Science, Systems Engineering, or related field; Master's degree strongly preferred. Equivalent combination of education and 15+ years of progressive experience accepted.

  • TOGAF, AWS Solutions Architect Professional, or Azure Solutions Architect Expert certification
  • Experience with the SEC or financial regulatory agencies
  • Knowledge of data mesh or data fabric architectures for enterprise data management
  • Experience evaluating and integrating generative AI tools (LLMs, RAG architectures) into enterprise workflows
  • Familiarity with ATO processes and federal cloud authorization
  • Experience advising C-suite or SES-level leadership on technology strategy
