Summary

  • Location: Detroit, MI

  • Work Arrangement: Hybrid (Onsite Wednesdays and Thursdays required from Day 1. No remote-only option.)

  • Employment Type: Contract

  • Interview Mode: Virtual via MS Teams Video (Be prepared to share your screen).

  • Compliance: Candidates must be local (within 60 miles of Detroit) at the time of submission. Submission requires 2-3 professional references and a resume limited to 4 5 pages.

Core Responsibilities
  • Transition Leadership: Lead the execution of the approved transition plan, managing the scope, risks, and deliverables related to technical knowledge transfer.

  • Vendor & Matrix Management: Facilitate vendor transition leaders while coordinating with internal IT managers and business stakeholders to ensure contract enforcement.

  • Operational Readiness: Ensure all systems meet security compliance, disaster recovery preparedness, and production support standards before final handover.

  • Strategy Execution: Define and adjust the IT support transition strategy, considering constraints, objectives, and high-impact technical risks.

  • Agile Integration: Participate in Agile/Scrum ceremonies, including sprint planning and daily stand-ups, to align transition tasks with the software development lifecycle.

Required Experience & Skills
  • Technical Transition: 5+ years of experience as an IT Technical Transition Manager, including matrix management of business and technology teams.

  • Cloud & Architecture: Strong knowledge of .NET architectures and hands-on experience with Microsoft Azure (App Services, Azure SQL, RBAC, Key Vault, and Azure Monitor).

  • DevOps & CI/CD: Proven experience with Azure DevOps, CI/CD pipelines, and operational monitoring.

  • Leadership: 3 5 years in IT Management, Technical Program Management, or Infrastructure Operations leadership.

  • Process Knowledge: Experience implementing ITIL-aligned service management, including incident, problem, and change management.

  • Communication: Exceptional ability to translate complex technical risks into executive-level language for senior leadership.

Education & Qualifications
  • Mandatory: Proven experience transitioning systems from vendor-led to internally-supported models and from on-premises to cloud environments.

  • Front-End Awareness: Support-level familiarity with ReactJS-based front ends.

  • Governance: Understanding of public sector IT governance and security requirements.
